The Legislative Assembly of the Krasnoyarsk Territory discussed the current state of MSW management

The Legislative Assembly of the Krasnoyarsk Territory discussed issues of municipal solid waste management in the region. The discussion took place at the section on natural resources and ecology of the Coordination Council of the Association for Interaction between Representative Bodies of Government and Local Self-Government.
Minister of Ecology Vladimir Chasovitin, Minister of Tariff Policy Alexander Ananyev and representatives of supervisory authorities told members of parliament about the situation. Currently, 4 regional operators in 14 technological zones provide MSW management services in the region. In 9 of them LLC “Rosttech” operates.
Among the main problems noted: the lack of places in rural areas for bag collection of waste, the poor condition of equipment, as a result, a failure in the removal schedule, poor maintenance of container sites, for Krasnoyarsk – parking at the entrances to the sites.
In 2025, MSW accumulation standards were increased by 2.5 times, which required tariff adjustments and led to an imbalance in operator income. The last change in tariffs occurred on December 31, 2025, they will be increased from October 1. Alexander Ananyev noted that the region has established a maximum index for changes in fees for citizens and subsidies. They are provided if the share of housing and utility costs exceeds a certain percentage (from 5% to 22%) of the total family income.
Representatives of Rospotrebnadzor and the Construction Supervision and Housing Control Service reported that Krasnoyarsk residents, as well as residents of Norilsk, Achinsk and Kansk, most often complain about the maintenance of container sites.
The chairman of the environmental committee of the parliament, Vitaly Drozdov, and deputies Elena Penzina, Ekaterina Udelko, Vladimir Chernyshenko, Alexey Kulesh, Vera Oskina and Pavel Semizorov took part in the work of the section.
Elena Penzina was interested in the validity of the tariff increase. Alexey Kulesh proposed organizing accessible official sites in municipalities where residents can transport bulky waste and old tires. This will reduce the number of unauthorized landfills, and recyclers will be able to take waste from there. Vladimir Chernyshenko supported his colleague; According to him, in Achinsk last year the collection and removal of tires for recycling was organized, this practice needs to be continued. Pavel Semizorov raised the problem of constructing a temporary waste storage site in Khatanga; in his opinion, it is necessary to purchase and install only special lockable containers in the north of the region. He also asked questions about the development of waste recycling and tariffs for MSW. Ekaterina Udelko invited regional operators to participate together with deputies in citizens’ gatherings and meetings in municipalities.
Chairman of the Committee on Natural Resources and Ecology Vitaly Drozdov: “Representatives of local government bodies, like no one else, know what is happening on the ground, and today we carried out such a control section. At the same time, this platform provides an opportunity for direct dialogue so that all participants in the process can hear each other. When discussing the issue about a year ago, when the savings standards changed, reoperators said that these decisions made their lives significantly more difficult. It is clear that without an increase in tariffs they will not be able to operate stably. On the other hand, it definitely won’t be possible to do everything at the expense of tariffs, and in fact, at the expense of you and me.».
He noted that residents are concerned about the cleanliness of container sites. Now the situation is far from ideal.
“The ideal situation would be when we don’t notice them. Now it is far away, the clutter leads to the fact that deratization headquarters are already being held. Today, many proposals have been received on what the authorities and waste disposal operators need to do to ensure that waste is removed from container sites in a timely manner and in full,” noted Vitaly Drozdov.
