“The United States will finally lift sanctions because sanctions against Russia have cost American companies over $300 billion. Lifting sanctions against Russia is in the US's interest,” wrote Kirill Dmitriev, head of the state investment fund RDIF, on X last week.
“The portfolio of potential US-Russian projects exceeds USD 14 trillion.” – he added. Kirill Dmitriev is considered one of the architects of Donald Trump's 28-point plan for peace in Ukraine.
His estimates exceed this by $2 trillion. the amount that was to be announced this month by the President of Ukraine, Volodymyr Zelenskywho stated that the so-called “Dmitriev package” is estimated at $12 trillion. As “The Economist” notes, over the last year there have been two parallel cycles of talks on ending the war in Ukraine. American-led negotiations with Russia brought further proposals, but no agreement on territory or security guarantees was reached. Meanwhile, other Kremlin and White House envoys discussed business. Volodymyr Zelensky, citing Ukrainian intelligence, claims that Russia promised America contracts worth $12 trillion. in exchange for easing sanctions.
“Hyperbole to please Donald Trump”
An analysis published Tuesday by The Economist said proposed projects include rare earth mining, Arctic oil and gas ventures and even the construction of a tunnel connecting Alaska with Russia.

Kremlin: US companies want to return to Russia
Kremlin spokesman Dmitry Peskov confirmed in the first half of February that Moscow “offers cooperation” with the United States on economic matters, telling journalists that companies in both countries are potentially interested in resuming relations. “Of course, there are American companies that want to return to the Russian market,” Peskov said.
His comments followed Bloomberg's reporting that an internal memo circulating among senior Russian officials included a provision to restore Russia's access to dollar-based clearing systems as part of a broader economic partnership.
Peskov said meaningful cooperation would depend on a peace agreement between Russia and Ukraine.
Putin-Trump tunnel
Last October, Dmitriev let his imagination run wild about a tunnel connecting Alaska with Russia. He said that Russia and the United States should build a “Putin-Trump” railway tunnel under the Bering Strait to connect their countries, enable joint exploration of natural resources and “symbolize unity.”
“The proposal by Kirill Dmitriev, President Vladimir Putin's envoy for investment and head of Russia's national wealth fund RDIF, envisages a construction project worth $8 billion, financed by Moscow and “international partners”, aimed at building 112 km of rail and freight connections in less than eight years,” Reuters wrote at the time.
