In the Krasnoyarsk Territory, the theft of 1.9 million rubles from the budget through fictitious expenses for water supply was revealed

In the Motyginsky district of the Krasnoyarsk Territory, a criminal case has been opened regarding the theft of budget funds allocated to provide the population of two villages with drinking water.

The prosecutor's investigation found that in In November 2023, a local individual entrepreneur was given the status of a guaranteeing organization, and the administration promised to compensate him for expenses from the budget so that residents would pay less. The businessman got down to business, presented a tariff calculation, where he described the rental of an expensive KamAZ with a tank, fuel based on mileage, a parking space in a heated garage, the purchase of water from a specialized organization, the salaries of the driver and two cashiers.

“From June to December 2024, the budget regularly transferred money to him – 1.9 million rubles. But it turned out that all these expenses were just a fantasy on paper. KamAZ wasn't used at all. Water was brought from a local stream using an administration vehicle. A parking space was provided free of charge. There were no cashiers – payments were also collected by the local administration. The documents about the alleged purchase of water from the organization turned out to be fictitious contracts with their own affiliated structures, where the general director was the entrepreneur himself,” the prosecutor’s office said.

The crime was classified under Part 4 of Art. 159 of the Criminal Code of the Russian Federation (Fraud committed in especially large amount), the sanction of which provides imprisonment for up to 10 years with a fine of up to one million rubles. The investigation is ongoing.
