The Legislative Assembly of the Krasnoyarsk Territory discussed the establishment of tariffs for calculating payments for utility services. The issue was raised at a meeting of the section on construction, housing and communal services, civil defense and emergencies of the Coordination Council of the Association for the interaction of representative bodies of state power and local government.
The head of the section, deputy chairman of the parliamentary committee on construction, housing and communal services and issues of civil defense and emergency situations of the Legislative Assembly, Elena Penzina, noted that the deputies had studied the statistics of citizens’ appeals on housing and communal services issues over the past 5 years. It turned out that only 9% of them relate to tariffs, and the rest show that citizens are dissatisfied with the quality of services.
The Minister of Tariff Policy of the region, Alexander Ananyev, recalled that from January 1, the cost of services throughout the country increased by 1.7% due to an increase in VAT to 22%. And the main increase in tariffs – by an average of 15% – will occur on October 1. In Krasnoyarsk and the Kansky municipal district – by 13% and 13.2%, in the Sosnovoborsky municipal district – by 16%, in Divnogorsk, Zheleznogorsk, Zelenogorsk, Yeniseisky, Kuraginsky, Minusinsky, Nazarovsky, Sharypovsky and Evenkiysky districts – by 17.1%. Tariffs for the removal of MSW will increase by more than 15% from October 1, 2026.
The minister explained that to protect citizens, a maximum level has been established, above which the total payment for utilities (electricity, water, heat, gas, solid waste management) cannot increase. If the accrued fee exceeds the limit index, the service provider is obliged to reduce the amount, and the budget compensates for the lost income. This year, about 20 billion rubles will be allocated to curb the growth of utility tariffs for the population.

Thus, residents of the region pay on average 82.8% of the cost of services, and in the regions of the Far North – from 10 to 66%. All social support measures for beneficiaries are also maintained.
First Deputy Head of Zelenogorsk Maria Shilova spoke about the critical situation of the municipal enterprise due to the imbalance of tariffs – energy purchases increased by 20%, but the tariff is limited. The administration proposes to increase the enterprise tariff to 28% with compensation for the difference to the population from the budget.
General Director of JSC “Yenisei TGC (TGK-13)” Oleg Bubnovsky explained the pricing methods, and the head of the natural monopolies department of the regional OFAS Olga Mukovozchik reported on resource violations and a new procedure for inspections – carried out on behalf of the FAS Russia and in agreement with the prosecutor's office.
Deputies Valery Vango, Anatoly Samkov, Galina Ampilogova, Pavel Semizorov took part in the discussion.
Chairman of the Committee on Construction, Housing and Communal Services and Civil Defense and Emergency Issues Alexey Kulesh said that, on the instructions of the governor, a bill on a preferential tariff is being prepared: “It seems to me that this path is obvious. We talked about this several years ago and are gradually moving towards this. Whether the practice will immediately spread to the entire Krasnoyarsk Territory or whether we’ll start with a pilot territory is still an open question.”
Elena Penzina also proposed returning to public protection of investment projects of resource supply companies in city councils in order to eliminate unnecessary expenses and control the implementation of work.
The proposals made at the section meeting will be sent in the form of a resolution to the government of the Krasnoyarsk Territory.
