US weapons only for “most important partners”
The document provides for the creation of a list of equipment and armaments that will be prioritized for export. At the same time, it was clearly defined who could count on priority in deliveries. They are meant to be “partners that have invested in their own self-defense and capabilities, play a critical role or are critical to U.S. plans and operations, or contribute to U.S. economic security.”
In practice this means that countries with high military spending and close cooperation with the Pentagon will be served faster than other customers, even if they have adequate financial resources.

The strategy also assumes that revenues from arms sales abroad are to be reinvested in the American defense industry. The goal is to increase production capacity and make the US independent of foreign supply chains in key defense segments.

At the same time, the White House announced a reform of the procedures of the Foreign Military Sales program, including strengthening control over how the sold weapons are used. It is primarily about limiting the risk of unauthorized transfer of arms to third countries.
