Bribe given in the Town Hall toilet. How the local policeman “Pedro” operated in the case of real estate scams in Sector 5

The DNA prosecutors describe, in the report on the corruption investigation at the Sector 5 City Hall, how a local policeman, known by the nickname “Pedro”, allegedly received a bribe of 18,000 euros from a real estate developer for expediting the reception of a residential complex.

According to the report prepared by the prosecutors, part of the money received by the local policeman was “distribute” later to the heads of the City Hall, writes Agerpres.

Three officials from the Sector 5 City Hall were detained in this case: Iulian Cârlogea – the public administrator of the Sector 5 City Hall, Robert Mihai Başca – the chief architect and Florin Chioran – deputy director of the Local Police of Sector 5.

They will be taken to the Bucharest Court on Saturday with a proposal for preventive arrest.

When carrying out the investigation, the prosecutors used undercover investigators, as well as suspects involved in this corruption scheme, who agreed to collaborate.

A representative of the company talked to “Pedro”, who demanded the sum of 24,000 euros

According to the arrest report submitted to the DNA court, in November 2024, a company belonging to a real estate developer requested the City Hall of Sector 5 to carry out the reception of a residential complex on Inclinata Street, the works having been completed a month before. The Directorate of Control within the Local Police reported that the officials could not attend the reception due to overcrowding.

In this context, a representative of the company, CG, went to the City Hall of Sector 5, where he talked with a local policeman, IP, called “Pedro”, an employee of the Construction Discipline Service, whom he had known since 2023, according to the investigators.

We talked in the large hall at the reception, on which occasion I showed him the address we had received, telling him that we were desperate and that we absolutely had to make the reception, being pressured by the preliminary sale and purchase contracts that the company had signed with the clients for the apartments in those buildings“, the CG declared in front of the prosecutors, according to the cited source.

The policeman confirmed to him that they were very busy and that it would be necessary to reschedule the reception date, although this fact put the company in difficulty, especially since other institutions had already been notified about the date set, November 12, 2024.

According to the arrest report, upon leaving the City Hall, the policeman told CG that “he should know how it is when it comes to receptions” and demanded the sum of 24,000 euros.

“I was shocked. I went to the office, but I didn't have the courage to tell my superior”

The next day, the company's representative came to the City Hall again and told IP that he could only give him the sum of 18,000 euros, and the policeman informed him that “he must also speak further”.

CG recounted that “Pedro” indirectly suggested to him that there was a “procedure” and then asked him for 24,000 euros to expedite the reception and obtain the building certificate.

“I was shocked, and he told me not to hurry and go to the office to talk to my superior. I went to the office, but I didn't have the courage to tell my superior. I still made the decision to go to the money I had from the company to pay the fees, fines, taxes, notices and other expenses of the company.

I specify that I had an amount between 100,000 – 120,000 lei in cash at home, from which I covered these expenses, with the mention that I submitted supporting documents to accounting and discussed with the administrator each amount spent. In a quick period of one or two days, I went again to the City Hall headquarters, where I talked with the local policeman, to whom I told him that I could not offer him more than 18,000 euros, considering that this was the amount I had available at that time at home.

As far as I can remember, the IP told me: «let me think» or «talk». My impression from that moment was that he was also going to make a decision and probably, like me, he needed some time to think.”reported CG

CG recounts that he gave the local policeman IP the sum of 18,000 euros (90,000 lei) after completing the reception of a residential complex, on the day the IP and his colleague checked the buildings and documentation. The policeman told him that the signing of the report and the issuance of the certificate of attestation of the building “is resolved”, thus confirming the acceptance of the bribe.+

A few days later, the local police gave him the receipt report at the headquarters of the Sector 5 City Hall, and a week later the certificate of attestation of the building.

The superior “was perplexed” when he heard about the bribe

Later, CG confesses to his superior that he gave a bribe of 18,000 euros to a policeman, because otherwise he had no way to justify spending that amount.

Superior “he was perplexed” upon this news and began to suspect CG of having appropriated the said sum, the prosecutors' report also states. CG reports to the DNA, and the prosecutors call an undercover investigator, who contacts him on IP

The investigator will pose as a representative of the firm's parent company. On November 11, 2025, the two meet in the Sebastian area of ​​the Capital, IP being dressed in a policeman's uniform.

The investigator told the policeman that he had a complaint from his superiors, namely to establish exactly the amount of money that was remitted to him, on the occasion of the reception of the completed works during the year 2024.

At that moment, the policeman replied to the investigator that “we don't dig up the dead”, and then he added that he “doesn't really like these”, showing obvious signs of anxiety, which is why he was encouraged by the investigator to get out of the car in order to give confidence to continue the discussion.

Afterwards, the two got off and walked about 10 meters (…) where they continued the discussion. The investigator told him that he was aware of the fact that IP was supposed to receive 24,000 euros and that he wanted to determine if he received less, but the latter avoided giving a concrete answer, but confirmed the fact that he received less money, uttering, veiledly, the following phrase: “it wasn't what you said, but leave it like that”.

Moreover, when the investigator insisted saying that he was aware that there was a precedent elsewhere and that IP would have received less than he should have, the latter approved saying “you know better”, after which he insisted to end the discussion reasoning that “it is their first contact and he has to earn their trust”.

The IP also replied that he wanted to end the discussion, uttering the following phrases: “let us be healthy”, “I don't like these discussions” and “garbage does not fall into the covered pot” and immediately after they said goodbye (…)

During the discussion, there were certain moments when the policeman touched him on the right arm and back in an apparently friendly manner, but the intention was to check if he had surveillance equipment on him“, it is stated in the report of the prosecutors.

On the same day, the policeman sends the investigator a message on Whatsapp, which contained a document related to a plot of land on Alexandria Road, with an area of ​​6,226 square meters, having approved a construction permit for a real estate project, with 197 apartments, worth 3,300,000 euros.

On November 19, 2025, the two meet again in the Ghencea Extension area of ​​the Capital to talk about that land, but the discussion will shift to the 18,000 euros previously given as a bribe. The call was intercepted by prosecutors.

The investigator asked if he “burned or not burned” the man who was supposed to handle the money, and the IP answered twice “Yes”. When asked if he asked for “24”, IP took out his phone, typed the amount “18,000″ and handed him the phone, saying that “that much came to me”.

Even though he denied asking for exactly 18,000, when the investigator insisted that he asked for 24, the IP nodded in the affirmative. Finally, the policeman said, “I should be healthy and you should be healthy because we have work to do”.

The money goes to the police chiefs

The IP policeman is charged with bribery and admits the facts during the hearings. He declares that of the 90,000 lei received as a bribe, he kept 20,000 lei and gave the rest to Florin Chioran, deputy director of the Local Police Sector 5, for signing the real estate tax documents.

Later, IP collaborates with DNA and records Chioran handing over a “difference” of 6,000 euros, received from the company's representatives, to be distributed further.

During the distribution, the policeman makes a counting mistake, handing Chioran 3,100 euros instead of 3,000, and the remaining 2,900 euros he hands over to the law enforcement agencies.

After dividing the money, Chioran tells the policeman that he “stopped another job” to the map. It was about the reception of an 11-storey residential building on Nuţu Ion street, no. 2, and asks him to contact the real estate developer's representative.

The policeman told the investigators that, for the reception of that building, the developer will probably give a sum of money to Iulian Cârlogea – the public administrator of the Sector 5 City Hall.

On January 13, 2026, the IP police officer and a colleague found problems at a building on Nuțu Ion Street, so the reception could not be completed. The developer sent a representative who promised the policeman 2,000 euros.

On January 19, 2026, in a supervised meeting, “Pedro” receives 10,000 lei, in the context of a total promise of 40,000 euros to solve the reception and formalities related to the building, the rest of the money to be paid later.

On January 22, 2026, the police officer met with the ARA intermediary, who handed him the sum of 2,000 euros in a toilet of the City Hall, so as not to be caught by the surveillance cameras. The envelope with money was taken by the prosecutors as evidence in the file.
