Two men, 22 and 44, from Rodna commune, Bistrița-Năsăud, were detained for 24 hours after they were surprised in video images forcing a horse to pull a field car.

The animal was hit and forced to make efforts beyond its natural limits, and the entire scene was also seen by a child on the spot, according to newsprotv.ro.
Animal police have immediately self -identified and opened an investigation. The two are to be presented to magistrates with a proposal for a preventive arrest.
The mayor of Rodna commune, Valentin Grapini, condemned the gesture: “It is an act of fantastic cruelty. It is a crying to heaven, it is condemned, it cannot be so”.
According to the law, the injury or sketch of animals is punished by imprisonment, and the court may also order the prohibition to hold animals between 1 and 5 years, as a complementary punishment.
