December 2025 on the rental market – Constanta and Iasi, the only cities with unchanged prices | Analysis History

The month of December 2025 brought moderate adjustments to the rental market in the country's major cities, according to the analysis carried out by Storia – the most visited real estate platform in Romania. The developments differ from one city to another: in about half of the analyzed cities, the average rent prices remained at the same level or were lower compared to December 2024, while in the south and west of the country there were occasional increases. In December 2025 compared to December 2024, Constanța and Iaşi are the only cities where rents remained unchanged for all three categories of apartments, while Craiova recorded the largest annual advance, of +11% for the rent of two-room apartments, and Timișoara recorded increases of +10% for studios and +6% for two-room apartments.
In December, price differences between major cities continued to be significant. Cluj-Napoca remains the most expensive city in terms of rents, with an average of 400 euros for studios, 560 euros for two-room apartments and 749 euros for three-room apartments. At the opposite pole, Arad maintains itself as the city with the cheapest rents, with average values of 220 euros for studios, 370 euros for two-room apartments and 450 euros for three-room apartments.
“December brought a more stable market pace, characterized by moderate rent adjustments and more visible local differences. Interest in renting remained high, but decisions are made more carefully, by comparing available offers. Our data shows that, in December 2025, contacts between tenants and landlords were 2% lower than last year, while the number of apartment views increased by 14% compared to the same period of the previous year.” he stated Monica Dudău, Head of Marketing Real Estate Europe, OLX Group (History and OLX Real Estate in Romania).
Bucharest: visible increase in studios in Sector 3 and Sector 5
In the Capital, average rent prices differ noticeably between sectors. In Sector 1, average rents were 469 euros for studios, 680 euros for two rooms and 1,100 euros for three rooms. In Sector 2, the averages were 390 euros for studios, 675 euros for two rooms (+4% compared to December 2024) and 950 euros for three rooms.
In Sector 3, the averages were 399 euros (studios), 550 euros (two rooms) and 700 euros (three rooms). In Sector 4, studios were rented for 363 euros, two-room apartments for 507 euros, and three-room apartments for 650 euros. In Sector 5, the averages were €380, €580 and €650, and in Sector 6, €380, €500 and €599.

Analyzing the differences between the sectors, clear contrasts can be observed between the north and south-west of the Capital. Sector 1 remains the most expensive area to rent, with an average rent of 787 euros, followed by Sector 2 with 715 euros, significantly approaching the values in the north. Sector 3 and Sector 5 are positioned in the middle of the market, with averages of 552 and 551 euros, while Sectors 4 and 6 remain the most affordable, with average rents of 520 and 490 euros.
The evolution of rents in large cities: general stability, with occasional increases in the south and west
Cluj-Napoca: stable prices, slight decreases for two rooms
In Cluj-Napoca, average rents were 400 euros for studios, 560 euros for two-room apartments and 749 euros for three-room apartments. Compared to December 2024, studios and three-bedroom apartments remained flat, while two-bedroom apartments fell by -7%. Compared to November, almost all segments remained stable, except for two-room apartments, which became cheaper by -2%.

Constanta: monthly and annual stability
In Constanța, studios were rented for 350 euros, two-room apartments for 500 euros, and three-room apartments for 650 euros. The level of rents remained unchanged compared to December 2024 and compared to November 2025.

Brașov: slight decreases compared to last year
In Brașov, studios were rented for 380 euros (+3% compared to December 2024), two-room apartments for 510 euros (-7%), and three-room apartments for 650 euros (-7%). Adjustments are more visible in two- and three-bedroom apartments, while studios have seen moderate growth.

Timișoara: visible annual increases, monthly stability
In Timișoara, the average rents were 300 euros for studios (+10% compared to December 2024), 450 euros for two rooms (+6%), and 500 euros for three rooms. Compared to November 2025, almost all segments remained at the same level, except for two-room apartments, which increased by +2%.

Iasi: no differences compared to last year and the previous month
In Iasi, the average rental price was 350 euros for studios, 450 euros for two-room apartments and 550 euros for three-room apartments, the levels being constant compared to December 2024 and November 2025.

Craiova: strong advance in two chambers
In Craiova, studios were rented for 266 euros (-7% compared to December 2024), two-room apartments for 445 euros (+11%), and three-room apartments for 500 euros. Compared to November, studios and three-bedroom apartments were flat, and two-bedroom apartments were down -1%.

Oradea: small variations, stable market
In Oradea, studios had an average price of 260 euros (-1% compared to December 2024), two-room apartments 400 euros (-3%) and three-room apartments 485 euros (+1%). Compared to the previous month, the levels remained almost the same.

Sibiu: moderate adjustments to studios and three rooms
In Sibiu, studios were rented for 320 euros (-6% compared to December 2024), two-room apartments remained at 400 euros, and three-room apartments at 523 euros (-5% compared to the previous year).

Arad: the most affordable city, down to three rooms
In Arad, studios were rented for 220 euros, two-room apartments for 370 euros, and three-room apartments for 450 euros (-8% compared to December 2024). Compared to November, levels were almost unchanged, with the exception of two-bedroom apartments, which were priced 6% higher.

Data for December 2025 shows that the rental market remains stable, with moderate adjustments and noticeable local differences between cities. Prices remained broadly flat across most of the country, with the exception of spot increases in the south and west and moderate adjustments in the center of the country. Cluj-Napoca maintains its position as the most expensive city among those analyzed, and Arad remains the cheapest.
