The housing market in 2025 without a revolution. Stable prices, local exceptions

Although the end of the year is traditionally slower, in December, sales of new apartments decreased by only 0.9%. – according to the Apartment Price Barometer of the website Tabofert.pl. Average prices remained virtually unchangedand throughout 2025 they increased nominally by 1.6%.

With inflation at 2.7%. however, this means a real decline in the value of the apartmentń. The exceptions were Tricity, Poznań and Bydgoszcz, where price increases exceeded inflation.
Apartment prices in large cities: developers change price lists less often
The average price per square meter in the 10 largest cities (Table of Offers TOP 10) increased symbolically in December – by 0.03%, to PLN 14,084. At the same time, the scale of changes in developers' price lists has decreased significantly.
In September 2025, i.e. in the month of entry into force of the Price Transparency Act, updates covered 27.95 percent. offers. In October it was 20.3 percent, in November 17.6 percent, and in December only 12.8 percent. This is a signal that pricing strategies have been established and the new regulation no longer influences current decisions.
On local markets, December changes were cosmetic. Increases were recorded, among others: in Warsaw (plus 0.5%) and Tricity (plus 0.3%), and declines in Wrocław (minus 1.0%), the Silesian agglomeration (minus 0.3%) and Lublin (minus 0.2%).

On an annual basis, prices rose nominally, but after taking into account inflation they fell in real terms. The strongest increases were recorded in Tricity (plus 7.9%), Poznań (plus 5.2%) and Bydgoszcz (plus 2.9%). In turn, Wrocław (minus 1.2%) and Kraków (minus 0.7%) were below the mark.

However, a stable average price per square meter does not mean a lack of traffic. In December, prices increased by 6.9%. premises, and decreased by 5.9%. The average increase was plus 4.17 percent, while the average reduction was as much as minus 6.2 percent.
