Heating voucher and changes for companies. There is the president's signature


Okay. 50 thousand entrepreneurs did not submit the required declarations on time and are therefore at risk of having to repay public aid – according to data from the Ministry of Energy. The amendment to the act signed on Friday, January 9 by President Karol Nawrocki is intended to change this.
This is the Act of December 18, 2025 amending acts to improve support mechanisms for electricity and heat consumers.
Entrepreneurs from the micro, small and medium-sized enterprises (SME) sector must provide electricity sellers with information on the value of the aid granted to them in connection with the application of the maximum electricity price in the second half of 2024. Pursuant to the regulations, the deadline for submitting such information expired on June 30, 2025.
The amendment to the Act extends the deadline for companies from the SME sector to settle the aid – it is extended until June 30, 2026. The amendment also includes a change enabling the entrepreneur to submit corrections to the information on aid by June 30, 2026, if the entrepreneur found that the information submitted earlier contained errors or formal omissions.
After introducing the changes, the deadline for the Settlement Administrator will have to be extended from December 31, 2026 to March 31, 2027 to submit a collective settlement of funds to the minister responsible for energy and transfer unused funds to the COVID-19 Counteract Fund.
Heating voucher
The amendment also obliges the commune head, mayor or city president to immediately publish on the website of the commune office or in a customary manner information on the occurrence of circumstances in the commune area that make it impossible to meet the conditions for receiving a heating voucher, i.e. if there is no heating system in the commune area from which heat is supplied to households, or the single-component net heat prices do not exceed PLN 170/GJ net.
An application for payment of a heating voucher submitted despite these circumstances will not be recognized.
Another provision of the amendment changes the provision of the Act on heating vouchers. The date of the second obligation to publish the single-component net heat price, which was imposed on energy companies in connection with applying for a heating voucher for the period from January 1, 2026 to December 31, 2026, will be changed, for which applications can be submitted from July 1, 2026.
