Venezuela's representative to the UN, Samuel Moncada, assessed in a letter to the Security Council that the US actions are a “colonial war aimed at destroying our republican form of government” and “imposing a puppet government that will allow the plundering of our natural resources, including the world's largest oil deposits.”

Meanwhile, UN Secretary-General Antonio Guterres said in a statement that he was “deeply concerned” that the United States had not respected the rules of international law by attacking Venezuela and capturing its president.

“I am deeply concerned about the possible increase in instability in the country, the potential impact on the region and the precedent this may set for relations between states,” said the statement, which was read at an emergency meeting of the UN Security Council.
