President Karol Nawrocki has signed an amendment to the act on the transparency of contracts of public finance sector entities, the president's office announced on Thursday. According to the amendment, data on all contracts concluded by such entities will be published in the register.


The Act amending the Act – Penal Code and certain other acts and amending certain other acts concerns the rules for publishing data on contracts of public finance sector entities in the central register of such contracts. According to the currently applicable regulations, yes the register is to be launched from the beginning of 2026 and will apply to contracts worth over PLN 500.
The government proposed to postpone the date of entry into force of some regulations. The idea was to postpone the date from which contract data would be published to the beginning of 2027, and he also wanted to raise the limit on the value of contracts to PLN 10,000. zloty. However, during the work in the Sejm, the value of contracts was changed to PLN 500 in the government's submission and provisions were introduced according to which the register of contracts is to be launched in mid-2026.
During work on the bill in the Senate, amendments were submitted and later supported by the Sejm. They concern the abolition of the limit on the value of contracts, which means that data on all contracts of public finance sector entities will be public. In addition, the entry into force of some provisions of the Act has been accelerated by 3 months and will come into force from April 1, 2026, so as to check their operation in practice before the rest of the provisions of the Act come into force on July 1, 2026. The senators also proposed that the subject of the contract should be entered in the register, and not the general subject of the contract, as was stated in the regulations adopted by the Sejm. (PAP)
