Today, December 16, at the 12th session of the City Council, deputies adopted the city budget for 2026 and the planning period 2027–2028.
The main characteristics of this document for 2026: revenues – about 76.3 billion rubles, expenses – over 80 billion rubles, deficit – about 4.3 billion rubles. As the deputy mayor of the city, head of the finance department, Victoria Bugaeva, noted at the session, next year a significant increase in own income is expected, they will amount to 44.2 billion rubles. Over a three-year period, significant funds will flow to the municipality due to the city’s participation in six national projects. In 2026–2028, over 45 billion rubles are allocated for their implementation. Krasnoyarsk will also receive funds from higher budgets to prepare the city for the 400th anniversary. The city’s anniversary is a key theme of the budget, with expenditures amounting to about 26 billion rubles over three years.
The acting head of the city, Roman Odintsov, thanked the governor, the regional government, deputies and city residents who sent appeals and questions that made it possible to determine priorities and form a single consolidated financial document.
“Traditionally, two-thirds of our budget expenditures go to the social sphere,” noted Oksana Larionova, chairman of the City Council Commission on Social Policy. “I’m glad that this figure is increasing every year. For the next year, about 50 billion rubles are allocated for this area. The construction and major repairs of kindergartens, schools, and youth centers will continue there. In addition, next summer, not 150, as in previous years, but 200 children from the families of SVO participants will be able to relax in a camp on the Black Sea coast.”
The City Council recalled that work with the budget began back in October, when 15 municipal programs were considered at meetings of specialized commissions. In November, a “zero reading” of the budget took place, and since December, municipal revenues and expenses have been studied in detail by the budget commission.
“The budget turned out to be voluminous and balanced,” said Artemy Lyubushkin, Chairman of the City Council Budget Committee, at the end of the session. — When we talk about budget parameters, these are not just numbers. This is how the city will live and develop in the next three years. For example, the document stipulates that in 2026, an additional 155 buses powered by gas engine fuel and 50 units of specialized equipment will be purchased that will maintain roads and improve streets. Additional funds have been raised for the resettlement of residents from 15 dilapidated houses.”
The deputy noted that 2 billion rubles in the 2026 budget will be allocated to implement protocol decisions of the City Council, which are formed from orders and appeals from voters.
It is important to note that this is the first unified budget of the greater Krasnoyarsk, which from next year will include Solontsy, Minino, Elita and Berezovka. In total, 53 institutions are transferred to the city – schools and kindergartens, cultural centers and libraries, sports clubs and other facilities that are located in these village councils.

The budget is compiled taking into account the needs of these institutions. Thus, the document provides funds for a detailed examination of the emergency building of the Elitovskaya school, the development of design and estimate documentation for the overhaul of the building of the Mininskaya school and the roof of the Kamennoyarsk school.
It is worth saying that the deputies themselves assessed the needs of social facilities located in the annexed village councils. In the fall, people's representatives held a series of on-site meetings to get acquainted with the potential of the territories and the problems that concern people. Since November, deputies have been holding receptions for citizens locally, and regularly invite representatives of local authorities to City Council meetings.
“The heads of Solontsy, Minino, Elita and Berezovka were present at the discussion of municipal programs and the budget as a whole,” noted City Council Chairman Natalia Firyulina. “They gave recommendations and defended the rights of their residents. So far, the budget of these territories is within the framework of previous years. However, the Krasnoyarsk administration has already found about 100 million rubles in order to increase funding.”
By the way, representatives of the administration also did a huge amount of work.
“In the shortest possible time, specialists from the Krasnoyarsk mayor’s office needed to carry out an inventory of the property of the village councils,” explained Artemy Lyubushkin. “It is clear that, on the one hand, our city has expanded, but, on the other hand, we have received additional obligations to the residents of these areas.”
In the village councils that will become part of Krasnoyarsk, people expect that their lives will change for the better after joining the city.
“At the initial stage of municipal reform, I had concerns whether Berezovka would turn out to be an outskirts of the city, which would be financed on a residual basis,” the current head of the village, Andrei Saburov, shared his worries. “But in the process of work, we saw that representatives of the city administration and deputies were actively and very deeply immersed in our problems. The theme of new territories runs through all meetings and specialized commissions. The budget allocated for Berezovka has not become smaller relative to previous years. Moreover, additional funding is provided for the development and repair of highways, the repair of stopping points and other social issues.”
Roman Odintsov noted that the adoption of the budget is not a point, but rather the beginning of fruitful work, since all decisions that are important for citizens need to be implemented through the joint efforts of one team of the greater Krasnoyarsk. And Natalia Firyulina noted that the main financial document will be adjusted during execution and the people’s representatives will try to include orders and proposals received from citizens.
