In Krasnoyarsk, an ex-adviser to the mayor and a former deputy mayor will appear in court

Former adviser to the head of Krasnoyarsk Artur Harutyunyan and ex-deputy mayor – head of the department of municipal services of the Krasnoyarsk administration Yuri Savin and acting. Vladimir Kruglyanin, head of the municipal enterprise “MUK Krasnoyarsk”, will appear in court on a case of abuse of power in the disposal of municipal property. This was reported by the press service of the regional prosecutor's office.

Let us remind you that in November 2023, according to the results of the MUK Krasnoyarsk auction, 3 real estate properties in Krasnoyarsk were sold. Applications were received from ABZ JSC and USK SIBIRYAK LLC. The winner of the auction was “ABZ”, which offered the highest price – 31.7 million rubles.

“Despite the payment by the buyer for 2 objects in full and partially for the third, the adviser to the head of the city of Krasnoyarsk gave illegal instructions to the head of the municipal services department to evade the transfer of real estate to the company. In addition, under his leadership, the preparation and sending to the joint-stock company of notices of termination of purchase and sale agreements was organized. This resulted in the loss of the rights of ownership, use and disposal of its property for the enterprise,” – told the prosecutor's office.

A criminal case was opened regarding this fact.

During the investigation, the regional prosecutor entered into a pre-trial cooperation agreement with the adviser to the mayor of the city. As a result, the accused undertook to actively assist the investigation in solving crimes, provide objective and reliable information, and also help bring other participants in the criminal scheme to justice. However, the information he provided did not contribute to an effective investigation. The prosecutor's office decided to terminate the pre-trial agreement. Thus, the accused lost the grounds for imposing a more lenient punishment if he was found guilty in a criminal case.

Former head of the city administration department Krasnoyarsk admitted guilt. Ehis accomplices deny the crime, referring for limited powers in the service.

The regional prosecutor approved the charge against the ex-adviser of organizing abuse of power (Part 3 of Article 33, subparagraphs “d, e” of Part 3 of Article 286 of the Criminal Code of the Russian Federation), and to the former heads of the department and municipal enterprise of exceeding official powers (subparagraphs “d, f” of Part 3 of Article 286 of the Criminal Code of the Russian Federation).

The criminal case will be considered by the Zheleznodorozhny District Court of Krasnoyarsk. The issue of ownership of property is resolved between organizations in the Arbitration Court of the region.
