As AFP notes, Thursday's announcement from the Treasury Department came just two days after Steve Witkoff's visit to Moscow — US President Donald Trump's envoy. He met with Vladimir Putin as part of diplomatic efforts aimed at working out conditions for ending the conflict. It is this context that is of particular concern to Ukraine's European allies, who accuse the Trump administration of being too lenient towards Russia.

Exemption of the Russian Lukoil from part of the sanctions. This is how Donald Trump's administration explains it
As explained in a statement from the US Department of the Treasury, Transactions related to foreign Lukoil gas stations will be allowed provided that no funds from these operations go to Russia. According to Washington, it would be “unjustified to punish customers and suppliers” who use the company's fuel infrastructure operating in third countries.

This partial suspension of sanctions is to apply until April 29, 2026. Despite the easing of restrictions, the basic restrictions on the Russian oil sector remain in force. This means that Lukoil, as the parent company, is still on the list of entities subject to sanctions, and its cooperation with American companies or entities using American technologies remains very limited.
