Over 600 million rubles in 2026 will be allocated to the housing and communal services sector of Norilsk

Over 661 million rubles will be allocated to the housing and communal services sector of Norilsk in 2026. Such financial parameters are reflected in the draft municipal program “Reform and modernization of housing and communal services and increasing energy efficiency.”

302.3 million rubles from the total amount will be spent on major repairs in apartment buildings. In particular, it is planned to repair and paint the facades of 7 apartment buildings (MKD), overhaul the roofs of 3 MKD, restore damaged areas of the external walls of 1 MKD and maintain the stability of 1 MKD.

More than 11 million rubles will be allocated for the renovation of 8 municipal apartments in 2026, and the same number of apartments for subsequent provision to orphans and children without parental care will be repaired using regional subventions. 2.1 million rubles will be allocated to maintain the conservation of resettled apartment buildings.

About 62.8 million rubles will be allocated for the dismantling of emergency buildings. These funds will be used to demolish the dilapidated house on the street. More than 401 million rubles are allocated for activities in the field of energy efficiency and energy development in 2026, over 398 of which come from extra-budgetary sources (tariff component, as well as the own funds of the Management Company and JSC NTEC). As part of these measures, individual cold water metering devices will be installed in tenants' apartments, the contours of residential buildings will be insulated, door and window blocks will be replaced, vandal-proof and energy-saving lamps will be installed, pipeline insulation repairs in basements will be carried out, interior and exterior yard lighting systems will be modernized, etc.

“I would like to note that now in the draft budget and municipal programs, respectively, we can only take into account events that are funded. Therefore, of course, we all noticed that the amount of funds for the housing and communal services sector is significantly lower than in previous years. However, let’s not lose optimism; we had many situations when, in fact, we were later able to accomplish much more than was originally planned. Even this year, we expected to complete work worth 1.2 billion rubles, but now, after the latest adjustment to the program, the total amount of funds has more than doubled. Let’s hope that in 2026 we will have additional opportunities to finance the most important areas of the city,” said Roman Serbin, Chairman of the Deputy Commission on Urban Affairs.

We would like to add that the draft program agreed upon by the deputies was recommended for inclusion in the budget of Norilsk for 2026-2028.
