November 23, 1931

The Tikhonkaya station was renamed into the working village of Birobidzhan.

November 23, 1945

Based on the resolution of the Council of People's Commissars of the USSR dated November 23, 1945 No. 2971, the Khabarovsk College of Cultural and Educational Work was formed for the training of club and library workers in the city of Birobidzhan. A little later it was renamed a cultural and educational school, and then a college.

Classes at the technical school began on October 1, 1946.

The current college began in one of the rooms of the local history museum, presented by Naum Abramovich Korchminsky, then there was a two-story wooden building of the former teacher training school in the market area, which became “three-story” due to the basement, dug at the behest of one of the directors V. G. Malchinsky.

Directors over the years were also S. I. Dikarev, I. I. Kats, E. S. Tolstokorov, G. E. Parygin, V. G. Malchinsky, P. E. Efremov, A. N. Byrgazov, I. K. Laktionov, K. A. Zemlyanikin, S. S. Tromsa, E. V. Saenko.

Today the college is located in a five-story building, built according to an individual project in 1987. The educational building has everything necessary for the educational process.

In 2012, by decision of the Council for Culture under the Governor of the Jewish Autonomous Region, a center for advanced training was opened on the basis of the college for workers in culture and art in our region.

In 2013, the college opened a center for the early aesthetic development of children, calling it the “Academy of Non-Boring Sciences” (6+).

Based on the decree of the government of the Jewish Autonomous Region dated October 14, 2014 No. 507-pp “On the renaming of the regional state educational budgetary institution of secondary vocational education “Birobidzhan Regional College of Culture”, the college was renamed into the regional state vocational educational budgetary institution “Birobidzhan College of Culture and Arts”.

The college has several creative groups led by teachers. By participating in them, students can show their talents.

College students take an active part in international, Far Eastern and regional festivals and competitions, winning grand prix there, showing that there is such a unique educational institution in the Jewish Autonomous Region.

On November 23, 1950, the VI plenum of the regional committee of the CPSU (b) was held in Birobidzhan.

The plenum drew the attention of district committees to the need to increase the role of primary party organizations in the organizational and economic management of collective farms, and obliged party committees to strengthen the provision of assistance to collective farm party organizations in strengthening organizational-party and party-political work.

The plenum also discussed the implementation of the resolution of the VIII plenum of the Khabarovsk Regional Party Committee on the progress in solving the tasks set by the party and the government for the development of the vegetable, potato and meat and dairy food supply in the Khabarovsk Territory. It was noted that in the course of implementing the resolution of the Council of Ministers of the USSR, by September 1, 1950, the region fulfilled the state grain procurement plan, provided itself with seeds for 1951, fulfilled the plan for the supply of meat and milk to the state ahead of schedule, the cost of a workday and the distribution of bread to collective farmers increased.

At the plenum, Comrade was relieved of his duties as second secretary and member of the bureau of the regional committee of the All-Union Communist Party of Bolsheviks in connection with his transfer to another job. Chuiko K.M. and elected second secretary of the regional committee of the All-Union Communist Party (Bolsheviks) comrade. Kolokolov P.P.
