The letter of the President of the European Commission, Ursula von der Leyen, of November 17, addressed to the leaders of European Union countries, included a financial assistance plan for Ukraine for 2026-27, providing, among others, grants and loans. Von der Leyen called on EU member states “to make a clear commitment as soon as possible” on how to finance Ukraine's huge budget hole of 135 billion euros.
