The aggressor country of the Russian Federation launched a war against Ukraine in 2014, when it occupied Crimea and parts of the Donetsk and Lugansk regions. The illegal authorities of the region are based in Lugansk, which the Russian Federation, after a pseudo-referendum in the fall of 2022, declared “part of its territory,” at which time the regional center became “the capital of the LPR militants.”
