Poland may lose billions from the SAFE program? MON: There is no threat

On Thursday, a consultation meeting with representatives of the European Commission was held at the Ministry of National Defense, aimed at properly preparing documentation for the application to the EU SAFE fund, the Ministry of Defense told PAP. The statement added that there is no threat of Poland receiving funds from the SAFE program.


The Ministry of National Defense told PAP on Friday that the application, which is currently at an “advanced stage of development”, will be prepared and sent “by the date specified in the SAFE Regulation (November 30 this year)”. “At this stage, there are areas that require the introduction of appropriate solutions, but there is no threat of granting funds to Poland under the SAFE program,” the Ministry of National Defense said in a statement.
This is how the Ministry of Defense responded to PAP's request for a comment on Wednesday's press conference of the head of the PiS club, former head of the Ministry of National Defense, Mariusz Błaszczak, during which he pointed out that the deadline for submitting projects to the SAFE program is the end of November. The PiS politician emphasized that the government has still not presented specific projects for which the funds would be allocated. Błaszczak wanted the parliamentary national defense committee to deal with the matter.
According to Błaszczak, the lack of information on this subject from the government indicates two possibilities. The first thing he mentioned was the attempt to use the funds to rebuild the German arms industry instead of strengthening Poland's resilience. He said that another reason for the lack of information on how to spend the SAFE fund may be that “Donald Tusk's government is in such a mess that it cannot present projects.”
On Thursday, the deputy head of the Ministry of National Defence, Paweł Zalewski, announced that by the end of the month the Ministry of National Defense will present a list of specific projects – an investment program under the EU SAFE instrument.
The SAFE program amounts to EUR 150 billion. Poland was granted the largest part of this pool – EUR 43.7 billion. SAFE loans granted to EU countries and taken out by the European Commission will be guaranteed by the EU budget. The funds can be spent on both military equipment and ammunition.
At the end of October, in response to a parliamentary interpellation, the Ministry of National Defense announced that at the current stage of implementation of the EU SAFE program, advanced analyzes are being carried out regarding the selection of individual projects and projects implemented with member states, Ukraine and Norway. According to the schedule on the EC website, countries wishing to benefit from EUR 150 billion of preferential loans under the SAFE program are to submit national defense investment plans by November 30. In the next step, by January 2026, the EU Council is to adopt decisions implementing SAFE, and by February loan agreements for these investments are to be negotiated and pre-financing is to be launched.
