The meeting was called in connection with the Russian use of the Oreshnik ballistic missile in an attack on Ukraine. Latvia requested such a meeting to be convened.

Earlier on Saturday, Baiba Brazhe, Minister of Foreign Affairs of Latvia, which is a non-permanent member of the UN Security Council, stated that her country demands that an extraordinary meeting of this body be convened in response to Russia's “barbaric” attack on Ukraine, including the use of a ballistic missile near the border with the EU and NATO.
Oreshnik attack
Let us recall that during the attacks carried out on the night from Thursday to Friday, Russia used the Oreshnik hypersonic missile, which hit the Lviv Oblast in western Ukraine.
According to the Russian side, the firing with this weapon was carried out in response to an alleged Ukrainian drone attack on Vladimir Putin's residence in the Novgorod Oblast in Russia. The Kremlin claimed that Ukraine carried out this operation at the end of December 2025. The authorities in Kiev have consistently denied this. Most NATO countries also took a similar position.
On Friday, Sibiha said that Russia's use of a medium-range ballistic missile poses a serious threat to European security, especially near the EU-NATO border, and requires a decisive response from the transatlantic community.

Meanwhile, Ukrainian President Volodymyr Zelensky said that Ukraine's chief negotiator, Secretary of the National Security and Defense Council Rustem Umerov, spoke with U.S. representatives on Saturday as Kiev and Washington try to agree on a framework for ending Russia's war against Ukraine.
“In fact, we continue talks with the American side every day. Today, Rustem Umerov again contacted American partners. This is our strategic task – dialogue with America must be one hundred percent constructive,” President Zelensky wrote in the Telegram messenger.
