Poles will pay extra to Poczta Polska. President Karol Nawrocki signed the act


This is another step by the state towards stabilizing the situation of the public operator, which has been struggling for several years with financial problems and rising operating costs.

In accordance with applicable regulations, the limit on state budget expenditure financing of the universal service currently amounts to approximately PLN 1.3 billion over two years, which means PLN 651 million each for 2026 and 2027. As the Ministry of State Assets emphasized, however, these amounts are “significantly lower” than real demand. The ministry argued that maintaining services at the current level, including a dense network of post offices and deliveries on working days, requires increased financial support.
As a result the spending limit will be raised to PLN 997 million in 2026 and to PLN 960 million in 2027. The planned funds are to cover the costs of providing universal service for the years 2024 and 2025, and their actual payment will take place in 2026–2027, respectively. The financing mechanism is therefore postponed in time, which is intended to enable more precise settlement of the actual expenses incurred by the operator.

The government argues that support is necessary for Poczta Polska to continue to fulfill its statutory role, especially in the face of the falling volume of traditional correspondence and growing competition from courier companies. The investments are intended to maintain the quality of services and increase the efficiency of the company's operations in the coming years.
The authorities emphasize that the funding does not release the Post Office from the obligation to modernize and adapt to the challenges of the e-commerce market and growing customer expectations. For a company that has recorded losses in recent years and was forced to restructure, this decision may be an important stabilizing impulse. At the same time, it raises questions about the long-term strategy of the national postal operator in an economy increasingly based on digitalization and parcel logistics.
The amendment to the Postal Law will enter into force on January 1, 2026.
