All the citizens of Romania should have “minimal knowledge” of use of weapons in case of emergency, says the chief of the General Staff, General Gheorghiță Vlad, who considers that a population training program would be useful.

General Gheorghiță Vlad was asked, in a granted Antena 3 CNN, how many Romanians know at this time to shoot with the weapon.

“I cannot give you an exact figure. But I would like to have a system like in Israel or Switzerland, where every citizen, regardless of sex, social origin or religion, knows how to shoot with the weapon and has minimal knowledge to defend his family,” said the Chief of Defense.

Asked if he can make a concrete proposal in this regard, for everyone to have a minimal training, the head of the Romanian Army has answered affirmatively.

“The law I proposed is a first step. But it must be continued through programs for the preparation of youth and the development of the necessary capacities,” said General Gheorghiță Vlad.

The army, says the general, is prepared to carry out civic and military training programs for the population, if the legal framework and budgetary resources will be provided.

“I have always said that if we have the legal instrument and the resource insured from the state budget, the rest is only organizing – meal, accommodation, training facilities. Yes, we have this capacity and we can start next year, depending on the allocated funds. We can carry out training and training programs for all citizens, or men,”

What does the mandatory military service say

Asked if the compulsory military service will be reintroduced, the general rejected the idea: “Not at the moment. By the moment.”

Instead, he said that the draft law on the preparation of the population for defense introduces the concept of military service in voluntary term.

“Young people could come for four months for a basic military training, they would receive a balance during the training period and, in the end, a benefit equivalent to three average gross salaries on the economy,” said the head of the Romanian Army.
