President Andrzej Duda has signed an amendment to the Act, which is to help companies access to state registers, allow banks to be made available to banks from the register of ID citizens and enable the creation of a register of Polish citizens staying abroad – KPRP press office reported on Thursday.



As stated, the amendment to the Act on the activities of entities carrying out public tasks and some other acts, the president signed on July 23 this year.
According to the department of digitization, which is the author of changes, the new regulations have, among others make life easier for citizens and companies; They will also allow new services in the MOBKATI application, such as registration of foreign travel. The regulations of the Act are also to increase the safety of identity verification, as well as reduce the risk of extortion.
Currently, each time data from the registers of the minister of digitization requires an administrative decision. The amendment assumes that such a decision will only be issued in the event of refusal or withdrawal. According to the department of digitization, this means a real shortening of the duration of the procedures by up to half. The changes include, among others Data from: PESEL register, population records, register of ID cards, register of passport documents, register of contact details, register of reservations of PESEL numbers and the Central Register of Vehicles and Drivers.
The new regulations are to enable private sector companies, such as banks, access to a photo of the citizen's face from the register of ID cards, which will allow you to verify whether the person showing the evidence is its owner. Access to the photo will only be possible with the consent of the Minister of Digitization, and the photograph will not be able to be stored by the verification entity. This solution is to complement the service of the PESEL number reservations and increase the level of protection of Poles.
As previously informed by MC, one of the benefits of the Act is, among others Lifting the obligation to inform banks or SKOKs about the exchange of an ID card. Information about the new document, including the number, series and expiration date, will be automatically transferred from the state system to financial institution systems. At the same time, the catalog of institutions authorized to receive data has been limited to those that provide the highest level of security, such as banks and cooperative savings and credit unions.
The amendment also includes provisions enabling the creation of one central register of Polish citizens staying abroad. The new register will be kept by the minister competent for foreign affairs in the ICT system, and the data can be provided, among others using the MOBIATR app.
Most of the amendment provisions will enter into force 14 days from the date of announcement. On June 30, 2026, the regulations regarding the sharing of the image and updating of data on series, numbers and dates of validity of the ID card will come into force. In turn, on April 17, 2026, the provisions on the travelers' register (PAP) would come into force.
