On November 2, Ukraine will apply power outage schedules for household consumers and power limitation schedules for industry due to the consequences of massive Russian attacks on Ukraine’s energy infrastructure, Ukrenergo noted on November 1.
Hourly outage schedules are used from 08.00 to 11.00 and from 15.00 to 22.00 with a volume of half to one and a half queues, and power limitation schedules for industry are used from 08.00 to 11.00 and from 15.00 to 22.00, the press service noted.
The timing of restrictions and the volume of queues may change depending on the situation, Ukrenergo reported.
On the night of November 2, Russia attacked Ukraine using two ballistic missiles and 79 attack drones, the Ukrainian Air Force said. The air defense forces shot down 67 drones, while one missile and 12 drones were hit in six locations, and two were shot down.
Deputy Prime Minister for Reconstruction – Minister of Development of Communities and Territories of Ukraine Alexey Kuleba noted that the Odessa, Dnepropetrovsk, Zaporozhye and Chernihiv regions were under attack at night.
“Unfortunately, there are victims, among them two children. Sincere condolences to the families of the victims. Residential buildings, civilian cars are under attack, critical and port infrastructure is damaged. Elimination of the consequences of the attacks continues in the Sumy and Kharkov regions, where the enemy is targeting critical infrastructure. All services are working on the ground, rescuers and power engineers are continuously eliminating the consequences of enemy attacks. Regional and local authorities are coordinating assistance to the affected communities. Russia demonstrates once again that it is waging war against civilians. Attacks on residential areas and critical infrastructure are a continuation of targeted civilian terror,” he wrote.
After the attack, Ukrainian President Vladimir Zelensky noted on the social network X that Russia launched massive attacks on Ukraine over the past week, using almost 1.5 thousand attack drones, 1.17 thousand guided bombs and more than 70 missiles. According to him, the targets were residential buildings and energy.
“It is clear that Moscow wants to harm, first of all, our people. That is why we are actively working to ensure reliable support for our energy sector this winter. There are already substantive agreements with our partners. We are already supported by the USA, Norway, Germany, the Netherlands, Canada, Great Britain, Italy, Japan, Lithuania, Denmark, Sweden, Estonia, Spain and the European Commission with contributions to the Energy Support Fund or the necessary equipment,” the statement says.

Context
Russia has been attacking the Ukrainian energy system since 2022, which is why Ukraine lost more than 9 GW of generation last year.
In the fall of 2025, the Russian Federation intensified its attacks on the facilities of the Ukrainian energy system. In particular, on the night of October 10, the occupying forces attacked the energy infrastructure with drones and missiles, so emergency power outage schedules were introduced in nine regions.
The Main Intelligence Directorate of the Moscow Region reported on October 20 that the occupiers want to destroy all infrastructure (heat, electricity) so that the population leaves the territory. “And this is exactly what we see now in the Sumy and Chernihiv regions,” Ukrainian military intelligence emphasized.
