The monkeys escaped from the bail system. The government does not rule out changes


In the interpellation, the Ministry of Climate was asked, among others: whether it is currently conducting analyzes regarding the inclusion of disposable glass bottles (so-called “monkeys”) in the deposit system.
“Including an additional fraction (so-called monkeys – PAP) in the (refund – PAP) system, in addition to the additional burden on stores and reducing the stream of glass waste in the municipal system would require significant investment in infrastructure. Currently, deposit systems are planned for three fractions clearly indicated in the Act, and infrastructure and logistics are being built for these three streams. The Ministry of Environmental Protection does not rule out changes in this area in the subsequent years of the system's operation,” it was written.
“The decision on a possible legislative initiative will be made in 2026. However, first the deposit system must be fully operational so that its effectiveness in its current form can be assessed,” it added.
In the opinion of the Ministry of Environmental Protection, it is crucial to ensure the possibility of developing the deposit system in a stable legal environment, and to subject any legislative changes to broad consultations and to introduce them with an appropriate vacatio legis, giving entrepreneurs time to adapt.
Let us remind you that the deposit system began operating on October 1. It covers:
- plastic bottles with a capacity of up to 3 liters (deposit 50 gr),
- metal cans with a capacity of up to 1 liter (50 gr),
- reusable glass bottles up to 1.5 liters (PLN 1).
The exceptions are, among others: milk packaging, but also disposable glass bottles, including those with a capacity of up to 300 ml (so-called monkeys).

For now, however, the deposit works only in theory, because producers are still selling bottles not covered by the system. Only at the turn of the year will bottles and cans with a special logo of the deposit system appear in stores, to which the above rates will be added.
