

The document, which was published in the legislative support system, provides for sending reservists to “special training for the protection of critical facilities and other life support facilities,” the publication writes.
It quotes the deputy head of the Main Organizational and Mobilization Directorate of the General Staff of the Russian Armed Forces, Vladimir Tsimlyansky, who claims that “we are not talking about any mobilization” and the bill applies only to those Russians who voluntarily entered into a “reserve contract.”
Tsimlyansky also stated that they would not send reservists to the war against Ukraine.
“According to current legislation, the use of units staffed by reservists is possible only during mobilization or wartime, while the new document assumes their use in peacetime,” writes The Moscow Times.
The media recalls that the mobilization reserve of the Ministry of Defense, created by decree of the illegitimate Russian President Vladimir Putin, numbers up to 2 million people, and cites the opinion of experts regarding the use of reservists by the Russian authorities.
Military expert Valery Shiryaev believes that the involvement of reservists in the protection of facilities in the rear will allow the Ministry of Defense to free up contract soldiers to be sent to the front.
“We see that the authorities are avoiding the second wave of mobilization, so they need a different procedure, within which they can use the mobilization reserve,” human rights activist Artem Klyga assessed the situation.
