They want to oblige owners to clean up after their pets in their homes

State Duma deputies have developed a bill obliging pet owners to clean up waste products from their animals in common areas in apartment buildings. The text of the bill is at the disposal of TASS.

Changes are proposed to be made to the law “On the Responsible Treatment of Animals and on Amendments to Certain Legislative Acts of the Russian Federation.” According to the current law, the owner is obliged to remove the waste products of the pet only when walking it. The bill proposes to establish that the owner of the animal will be required to carry out such cleaning in common areas in apartment buildings. The cleaning procedure will be determined by local governments.

The bill also proposes to prohibit visiting with a dog, with the exception of guide dogs, shops, cafes and restaurants, medical and educational organizations, as well as cultural organizations.

In addition, the project proposes to consolidate the rules for transporting pets in public transport. So, the pet must be on a short leash, muzzled or in a carrier.

The bill, if adopted, will come into force on September 1, 2026.
