In Norilsk, based on materials from the prosecutor's office, a criminal case was opened regarding the organization of illegal migration.
A prosecutor's investigation showed that in July 2025, the Norilsk restaurant chain Plov House Elite required chefs versed in oriental cuisine. Then the director of the company and her husband turned to three familiar residents of Uzbekistan for help and offered the foreigners “mutually beneficial” cooperation.
Since the work of migrants in Norilsk is prohibited until they receive special permission from the FSB, the illegal immigrants were initially brought to Krasnoyarsk. In the regional capital, the foreigners were met by another participant in the criminal scheme – a native of Azerbaijan. For 600 thousand rubles, he organized the transportation of migrants to the northern city on a barge.

“UBS-Service LLC helped to legalize illegal stay. Four employees of the company, including the general director and two accountants, entered into fictitious employment contracts with foreigners and put them on false registration records,” the prosecutor’s office said.
Based on the materials of the prosecutor's office, a criminal case was opened regarding the organization of the illegal stay of foreigners in Russia (clause “a”, part 2 of article 322.1 of the Criminal Code of the Russian Federation). Eight people have already been detained, and the identities of other participants in the crime are now being established. The investigation is under the control of the supervisory agency.
Migrants left Russia. For violating the regime of stay in the country, they were brought to administrative responsibility (Part 1 of Article 18.8 of the Code of Administrative Offenses of the Russian Federation).
