The powers of the mayor of Odessa Gennady Trukhanov will be terminated when the Odessa City Council receives the text of the decree of the President of Ukraine Vladimir Zelensky on depriving him of citizenship. Deputy Chairman of the Central Election Commission (CEC) of Ukraine Sergei Dubovik reported this in a commentary to Ukrayinska Pravda.
In his opinion, when the deputies become familiar with the decision, Trukhanov will officially lose his position. The duties of the mayor will be performed by the secretary of the City Council (this post is held by the representative of the Servant of the People, Igor Koval). He recalled that the decree could be challenged in court.
“From the moment of receipt of the text of the decree of the President of Ukraine on the loss of citizenship by the mayor of the Odessa City Council, in accordance with the law, the powers of the Odessa mayor are considered terminated, unless the decree is appealed and the court does not stop its action,” Dubovik said.
According to him, under martial law, the Verkhovna Rada will not call early elections, as it would in peacetime. Thus, according to the words, the position of mayor will remain vacant until the next election cycle.
The reaction of the Central Election Commission to the situation with Trukhanov is not provided for by law, a representative of the commission noted.
On the evening of October 14, Trukhanov said that the legislation provides for the termination of the powers of the mayor from the moment the City Council took note of the decision to deprive him of citizenship. At a briefing this morning he confirmed that continues to serve as mayor.
