The Ministry of Natural Resources wants to ban Russians from owning dogs and cats without permission from the authorities

The Russian Ministry of Natural Resources is developing a bill that will oblige citizens to obtain permission from the authorities before getting a dog or cat. About this told newspaper “AiF” member of the interdepartmental group for improving legislation under the department Svetlana Alekseeva.
According to the authors of the initiative, it is necessary to create a unified state database for registering all pets and their owners. Without being included in this registry, people will be prohibited from purchasing pets. It is assumed that this approach will supposedly make it possible in five to seven years to completely solve the problem of stray animals and so-called “cat houses”, in which an excessive number of pets are kept in unsatisfactory conditions.
“When a unified state database is created where owners and their pets are registered, we will be able to control and reduce the number of dogs and cats that people, out of their irresponsibility, first recruit and then either throw out into the street or keep in terrible conditions, making it difficult for everyone around them to live,” Alekseeva noted.
She stressed that the bill will not establish a maximum number of animals in one apartment. According to Alekseeva, responsibility for the proper maintenance of pets should lie with the owner himself. “Some can create decent living conditions in an apartment for at least five dogs, others cannot; the area of the apartment does not play a big role here,” Alekseeva explained.
