

According to him, in case of violation of the fixing rules, disciplinary liability is provided.
“This step will ensure the transparency and legality of the activities of the TCC notifications, as well as protect the rights of both parties. Currently, the security of fixation is about 85%. The work on the purchase of additional funds is ongoing,” the minister emphasized.
Context
In April 2024, Ukraine adopted an updated mobilization law, which entered into force on May 18. According to one of its norms, all liable for two months had to update their personal data for territorial setting centers through the centers of the provision of admin services, an electronic office or when they arrived in TCC.
On May 17, the President of Ukraine Volodymyr Zelensky signed the law on a multiple increase in fines for military offenses, including for evasion of mobilization. Subsequently, reports of massive inspections by employees of the Central Council of TC of military-accounting documents in men in public places of different cities of Ukraine.
March 26, 2025, the Commissioner of the Verkhovna Rada of Ukraine on Human Rights, Dmitry Lubinets, said that cases of violence and abuse of power by TCC employees acquired a massive character.
Recently, in Ukraine, incidents with the use of force towards TCC employees have become more frequent, in particular, they were in the Nikolaev and Rivne regions.
On August 6, the authorized President of Ukraine for the protection of the rights of military personnel and members of their families Olga Reshetilova believes that employees of territorial centers of completion and social support should be taken from the streets because they are not taught to communicate with civilian ones. Reshetilova added that now the method of fixing the detention and delivery of a person to TCC is not defined in Ukraine.
