The Sejm takes up for the budget for 2026.

The Sejm will start a three -day meeting on Tuesday; MPs will start work on the draft budget act for 2026, which provides that the state expenditure will amount to PLN 918.9 billion, income – PLN 647.2 billion, and the deficit will be at the level of PLN 271.7 billion.

According to the initial schedule of the meeting, the main and most important point of the Chamber will be the first readings of the draft budget act on 2026 and the so -called perbasted act. Work on these two projects will start on Thursday at 9 and they are to take seven hours, i.e. until 16.

The project of next year's state finances was received by the Sejm on September 30. It stated that the state budget expenditure will amount to PLN 918.9 billion, and the budget deficit will be at the level of PLN 271.7 billion. The state budget revenues are planned at the level of PLN 647.2 billion. From this, the budget is to obtain PLN 341.5 billion from VAT, PLN 103.3 billion from excise duty PLN 80.4 billion from income tax from companies and PLN 32 billion from personal income tax. The ratio of public public debt to GDP will be at 53.8 percent.

The draft budget has been planned for record expenses for national defense, exceeding PLN 200 billion, which corresponds to 4.81 percent. GDP. PLN 247.8 billion is expected to protect health, which is 6.81 percent. GDP, expenditure on roads and railways will amount to PLN 53.9 billion, including PLN 20.1 billion from the state budget. The adopted budget act should go to the President to signature within 4 months from the date of handing over the draft budget act to the Sejm. If this does not happen, the president may order shortening the term of office of the Sejm within 14 days.

What outside the budget

However, the first point of the chamber's meeting is to be carried out on Tuesday morning the second reading draft amendment to the Act on professional and social rehabilitation and employment of disabled people. Changes in the regulations – according to the applicants, i.e. Polish deputies, 2050 – are to stop the liquidation of professional activity plants (ZAZ) and contribute to activating people with disabilities. The justification states that the project aims to change the provisions that, in the practice of the functioning of ZAZ, create unnecessary administrative obligations and impose obligations to ZAZ that stop their development.

MPs are also to work on A government draft amendment to the Act on the protection of plants against pygrofags. The aim of the project is to introduce solutions that will increase the supervision over the sale of particularly dangerous plant protection products intended for fumigation (gas pest control) so that these preparations do not reach people who do not have the required qualifications for their use; It also assumes the introduction of facilitations for companies when exporting and importing goods covered by phytosanitary regulations.

The next item will be Government deregulation project – amendment to the Act on the protection of monuments and monument care. The new regulations provide for, among others Replacement of two decisions issued by voivodship monument conservators regarding the removal of trees or shrubs from areas entered in the register of monuments by one decision.

The Sejm will also carry out Second reading of the government draft amendment to the Act on the Information System in health care and the Act on the protection of population and civil defense. The project assumes the creation of a new central ICT system – records of the service provider (EPS), which will allow monitoring of material and human resources of the health care system in real time. This is to be of key importance in crisis situations and related to state defense. The quality of pre -hospital care is to improve thanks to one system, including by preventing refusals to accept the patient in hospital emergency departments and emergency rooms. According to assurances, the transport of patients between hospitals will also be limited.

Then MPs are to work on a government draft amendment to the law on the structure of common courts. The project involves enabling court assessors to adjudicate in all categories of cases dealt with by family and juvenile faculties in district courts.

The Sejm will also carry out Second reading of the government bill on the ratification of an agreement between the Government of the Republic of Poland and the International Criminal Court regarding the implementation of the MTK judgments. The project is to establish international legal framework determining the conditions for the Receipt of persons convicted by the Court.

On Wednesday, the Sejm will deal with, among others A government draft amendment to the Act on tax on goods and services. This deregulatory project concerns the enabling of entrepreneurs who have permission to apply a simplified application and apply this simplification, still settling VAT, related to the import of goods, directly in the tax declaration.

MPs will also carry out the first reading of the government project amendment to the Act on found things and the Act – Civil Code. They will also deal with the bill prepared by PSL on the spokesman for farmers.

The Chamber will also carry out First reading of the government draft amendment to the Corporate Income Tax Act and the Act on tax on certain financial institutions. The project provides for increasing CIT for domestic and foreign banks to 23 percent, with this rate in 2026 will be 30 %, and in 2027 – 26 percent. In turn, entities starting activities whose revenues did not exceed EUR 2 million will pay a rate of 13 percent. (currently this rate is 9 %). However, in 2026 this rate will be 20 percent, in 2027 – 16 percent.

On Wednesday evening, the Sejm will take care of A government draft amendment to the Act on the promotion of electricity production in wind farms and some other acts. The project involves the introduction of solutions that will support the production of electricity from renewable sources (renewable energy), including thanks to the acceleration of the investment process. The regulations contained in the project provide, among others The possibility of conducting an intervention auction in 2026, in the event that auction for marine wind farms (IMF) planned for 2025 did not succeed due to the lack of sufficient certificate of admission to the auction or was not decided due to submitting less than three important offers.

The draft amendment prepared by the Ministry of Climate and Environment also provides that offshore projects that have already received support under the I, the inefficiency phase of offshore construction will be able to report additional power for auction. In the assessment of the effects of the regulation (OSR), it was noted that for some of these projects the power indicated in the location decision and issued connection conditions may be higher than the power for which support in the first phase was granted. A solution was proposed that will allow the construction of additional power in a given area and reporting it to the auction. The limit of this additional power for all areas is 200 MW.

On Thursday, MPs will primarily work on a draft budget act at 2026.

The Sejm will also conduct the first reading of the parliamentary draft amendment to the Penal Code. The project prepared by PiS assumes the introduction of criminalization of patostreaming. The project assumes that criminal liability will be incurred by who, through the ICT network, distributes in the form of an image or sound of content showing, among others committing a prohibited act against life or health, freedom, sexual freedom, customs, family and care. The penalty of imprisonment is to be punishable for these crimes from 3 months to 5 years. (PAP)
