The head of the European Council Antonio Costa will propose on Wednesday at the EU summit to make the decision to open the so -called Clusters in accession negotiations were qualified instead of unanimously – the EU source said. It is about breaking the Hungarian veto, which block progress in negotiations with Ukraine.


The issue of the EU extension to subsequent countries will be the subject of the meeting of EU leaders of states at the informal summit on Wednesday in Copenhagen. Denmark will host such a meeting in connection with the presidency in this six months.
The chairman of the European Council has been looking for an opportunity to circumvent Hungary for several months. In an interview with PAP in June this year. Costa said that Hungary's consent in Ukraine's accession process would only be needed at the end of the talks.
– We will continue and support Ukraine in its reform process, and this is a continuous process – emphasized Costa. – We need Hungary only at its end, when 27 Member States have to determine the end of negotiations, until then (Hungary – PAP) we do not need, we can continue working and that's what we do – noted the host of the EU peaks.
Accession talks are conducted within over 30 chapters, which were grouped in six so -called negotiating clusters. The opening of each cluster requires a unanimous consent of all Member States.
As the EU source told journalists, Costa during its recent Tournee after the capitals of the EU countries probed the possibility of converting unanimity into the qualified majority. This would mean that the opening of negotiating clusters would require the consent of 15 Member States constituting 65 percent. EU population. However, clusters would still be closed with the consent of all 27 capitals.
All member states must also agree to a departure from unanimity. The EU source, asked if Hungary and in this case would not use a veto, replied that the head of the European Council would not force such a solution knowing that it was doomed to failure.
After the informal peak in Copenhagen on Wednesday, Costa is to work on it further – either the case will go to the forum of all capitals, or the chairman of the European Council will continue working in bilateral talks with individual leaders. “He realizes that this issue is difficult, but his task is to force solutions,” said the EU diplomat.
Hungary block the opening of the so -called the first cluster in accession negotiations with Ukraine. Meanwhile, according to the European Commission, which assesses the progress of candidates in accession negotiations, Ukraine will be ready to open all six clusters by the end of the year.
Budapest's veto with a ricochet hits Moldova, because Kiev and Chisinau negotiating paths are connected. The other chapters apply to other areas of common rights and obligations that are binding on all EU Member States; They concern, among others environmental and climate law, industrial and agricultural policy.
