The average pension is just over half of the salary. What the distribution of pensioners looks like after the money they are collecting

In the second quarter 2025, Romania had 4.9 million pensioners, more than 18,000 compared to the first quarter, the National Institute of Statistics transmitted on Friday.

We have over 770,000 pensioners under the age of 65, according to INS data, that is more than the population of Iași- the most populated in Romania.

Most are in the capital (over 133,000), Cluj (41,000) and Prahova (38,000). In Bucharest, 27% of the resident population receives a pension, as in Prahova. In Cluj, one in four citizens is a pensioner.

The average monthly pension (taking into account the amounts paid for the pensions of all the categories of pensioners – social insurance, invalidity, follower, etc. – paid by the pension houses) was 2932 lei, in increases by 0.5% compared to the previous quarter;

The average state social insurance pension was 2813 lei, representing 59.6% of the net average wage (59.0% in the previous quarter);

The average monthly pension increased compared to the same quarter of the previous year, by 20.8%, and compared to the first quarter of this year by 0.5%.

The ratio between the average number of state and employees social insurance pensioners was 8 to 10; This report presents significant variations in territorial profile, from 4 pensioners to 10 employees in Bucharest and in Ilfov county, to 14 pensioners to 10 employees in Teleorman county, respectively to 13 pensioners in 10 employees in Vaslui county.

The average state social insurance pension varies significantly between the counties, the gap between the minimum and the maximum value being 1321 lei (2228 lei in Botoșani county, 2265 lei in Vrancea county and 2281 lei in Giurgiu county compared to 3549 lei in Bucharest, 3505 lei in Hunedoara county and 3325 lei).

From the point of view of the number of pensioners, most are found in the category of old -age pensions (1762 thousand men and 2170 thousand women), most of which are retirees with complete contribution period, 1451 thousand men (82.3% of the total pensioners for age limit) respectively 1712 thousand people (78.9% of women).

The average monthly social insurance pension for women is lower than that of men in the main categories of pensions, even for those categories of pensions for which the number of women is higher than that of men.

Thus, in the case of the old-age pension, the pension related to women represented 61.2% of that of men, within this category registering the highest disappearated, in the case of the average pension for incomplete contribution, the average pension of women representing only 48.7% of that of men. The closest values ​​between the pensions of women and men are in the category of early retirement (3796 lei for women compared to 4111 lei for men).
