The victim, Iryna Zarutskaya, was 23 years old and had fled from Ukraine in 2022 to escape the war. She worked at a charlotte pizzeria and wanted to become a veterinary assistant.

The images captured by the surveillance cameras show how the aggressor Decarlos Brown Jr. attacked the young woman from behind, while she was sitting quietly. The incident occurred on August 22.

Six days after the arrest, the aggressor's sister, Tracy Brown, recorded a phone call in which her brother was talking about “Microchips” and “Foreign materials” that would have influenced his behavior. “I didn't even know this woman, I didn't say a word. It's scary, right? Why would anyone stab on someone else?” Decarlos said in the call, according to the Daily Mail.

“Why is she, of all people? Is she from Ukraine, I just try to realize why she just?” asked Tracy on his brother.

“They simply tiled (the microchips that Decarlos Brown says has implanted) on it, this happened. The one who worked with these materials has attacked it. So. Now he has to investigate what kind of influence my body has suffered … Now he has to investigate and find out who was the reason for the incident.” replied Decarlos.

“I was going to the center, to the hospital, to tell them … that I try to get rid of this thing … not to go crazy.” completed Decarlos Brown.

Tracy said that when he visited his brother in prison, he again asked why he attacked Iryna Zarutskaya, and Decarlos replied that the victim “Read the thoughts.”

Tracy Brown told the press that her brother was suffering from schizophrenia and had repeatedly tried to get to the hospital for psychiatric aid, but the doctors were discharged after only 24 hours. She believes that the state is responsible for the tragedy: “He asked for and cried for help, but no one took it seriously. It was a danger to society, and now an innocent woman died.”

Police files show that Brown had called several times at 911, claiming to have a microchip in the brain, and had last been arrested for “The abusive use of the emergency system”. However, a judge allowed him to remain in bail, although the psychiatric expertise ordered by the court had been postponed by a year and a half.

Iryna Zarutskaya, originally from Kyiv, was a college graduate “Synergy” and passionate about art and animals. Her family said the young woman dreamed of working in a veterinary clinic and earned her existence working on a pizzeria.

Decarlos Brown, with a criminal record for armed robbery, is now under arrest and is to appear before the court at the end of September. If he is found guilty of the crime, he risks death penalty – although North Carolina has not performed for almost a decade.

Meanwhile, a scandal broke out in the online environment after the GOFUNDME platform appeared pages of fundraising in favor of Brown, invoking “The fight against racism.” Pages that were subsequently deleted, following the wave of complaints.

US President Donald Trump asked on Wednesday, September 10, the capital punishment for the killer of the Ukrainian young woman.

“The animal who killed the beautiful young woman from Ukraine so violently, who came to America looking for peace and security, should receive a 'fast' trial (there is no doubt!) And be sentenced to death. There can be no other option!” Trump wrote on his Social Truth network.
