As of today, patients can advertise doctors who send them abusively to private offices. How to file the notifications

Starting on Monday, September 1, 2025, Romanian patients have the opportunity to report online situations in which doctors in public hospitals are abusively redirecting to private offices, where additional costs are charged for services that should have been free.

The form is available on the website of the Ministry of Health and allows the rapid and concrete notice of the cases considered abusive.
How to file the notifications
Patients facing such situations should complete the online form with the following information:
– the name of the public hospital involved;
– the name of the doctor who made the recommendation to the private office; – the indicated private clinic or cabinet;
– the costs imposed on the patient, if applicable.

The Minister of Health, Alexandru Rogobete, stresses that the measure is an important step for the protection of patients and ensuring a correct treatment in the public system.
“Unfortunately, I received numerous signals that the patients are told that there are no places, the ceiling is over, CT/MRI is broken, the laboratory does not work or that there are no conditions – and they are sent to private offices, where they pay for services that they should have received for free.Rogobete transmitted, on August 17, 2025.
Thus, the Ministry of Health, together with the National Health Insurance House (CNAS), will analyze each notification, to apply sanctions where abuses are found.
“These notifications will be analyzed by a common control of the Ministry of Health and CNAS, so that each case is verified and sanctioned. (…) Patients deserve correct treatment, dignity and care – not humility and financial pressures. The health of the Romanians is not negotiated ”said the minister.
The context of the measure
The authorities say that this initiative comes after numerous complaints of the patients, who claimed that they were sent to private clinics due to the lack of functional equipment, staff or conditions in public hospitals.
This is not the first online complaint platform initiated by the Ministry of Health. In July, a similar application was launched, by which patients could report, for example, the improper quality of the table received in hospitals.
Critics and concerns about the efficiency of the system
The reactions were not delayed to appear. The president of the National Association for Patient Protection (ANPP), Vasile Barbu, points out that the measure, although laudable in theory, risks only an image tool.
“It is a matter of the minister. The problem is who solves the notifications? In us, four notifications occupy a whole day. It is a complex mechanism, which requires specialists and medical expertise or sanitary management. At the Ministry of Health there is no dedicated compartment, and CNAS does not have personnel or team to analyze all notices”he told the truth.
Barbu warns that, in the absence of a clear infrastructure and a legislative framework that provides for the way of settlement, the notifications could be superficially ignored or treated.
“Many notifications arrive at the ministry, but they are left there or, rarely, sent to various institutions. Without a dedicated structure, patients will not receive real resolution”the ANPP leader also pointed out.
Chronic shortcomings of the system
Although the launch of the online form represents a step towards transparency, experts warn that without adequate resources and clearly defined infrastructure, patients risk not getting concrete solutions for their notifications.
The effective implementation of this measure will thus depend on the capacity of the Ministry of Health and the CNAS to transform the promise into a functional and credible mechanism.
The ANPP leader stresses that the main problems of patients are not caused by bad will, but by the chronic deficiencies in the health system:
– deficit of drugs essential for patients with rare diseases or cancer;
– the impossibility of performing complex analyzes, such as medical genetics;
– limitations of equipment and resources in public hospitals.
“The problems are so serious in the system: we have no money for drugs for patients with rare diseases, for cancer patients, we have no money for certain medical genetic analysis”warns Vasile Barbu.
