Hospitals that allocate more money for salaries than for treating patients will be sanctioned. All health measures adopted by the government

The reorientation of patients in the continuous hospitalization area to consultations with family doctors and specialist doctors in the polyclinics, where the program will be extended, is one of the main objectives of the Health Measures Package, adopted by the Government on Friday. The “performance” of hospitals “is also targeted, by introducing performance indicators for managers and section heads.

The measure that the heads of sections in the university hospitals will no longer be directly appointed to the proposal of the universities of medicine and pharmacy, but to give a competition – which aroused a scandal in the PSD meeting for Monday – remained in the package adopted by the Government.

“In the clinical sections, the heads of the section will no longer be appointed directly by the universities, but they will occupy the management position through a competition,” announced Alexandru Rogobete, on Friday night, at the end of the Government meeting.

“The occupation of the position of head of the section will be made through a competition based on performance indicators, which will be evaluated, in turn, by the Directory Committee of the health unit. The minimum condition for occupying the position of head of the section is to be a university framework, but not the highest in rank, but a university framework,”

Fines for doctors who do not consult in the hospital polyclinic

Doctors who work in hospitals will be obliged to grant, during the work schedule, consultations in the integrated ambulatory, where patients can be consulted in polyclinic regime, for at least one hour/day on average per month, related to a 35 -hour program.

For those who do not comply with the rule, the Ministry of Health has prepared sanctions, according to the package of measures adopted by the Government: a warning written at the first finding and a fine of 20,000 lei starting with the second finding.

The Ministry of Health also proposes the growth of the work program in the polyclinics of hospitals, “where you can, where there is a human resource”.

60% of the public health units in Romania can currently extend the program in the specialized ambulatory, according to an analysis of the Ministry of Health. “It is true, not for all the specialties, but for the specialties where there is addressability,” says Minister Alexandru Rogobete.

What happens to hospitals that allocate more money for wages than for treating patients

Another measure refers to the amounts that the hospitals allocate for the payment of salaries and those allocated for medical services.

When in a hospital “the wage tire will exceed the tire allocated for the medical services, there will be an indicator of negative adjustment of the budget allocated for influences, the hospital being, in this situation, motivated to carry out several services, so as to cover that budget that adjusts negatively”, the Minister of Health announced.

Family doctors, stimulated to provide more medical services

Family doctors receive, at this time, 35% of the amounts that are settled monthly by CNAS for the list of patients (payment per capita), and the remaining 65% for the medical services provided.

The measures package adopted by the Government stipulates that the amount automatically paid for the list of patients (per capita) decreases to 20% of the amount that doctors can settle monthly from CNAS. The remaining 80% will be paid for the medical services provided.

Settled medical services offered by mobile caravans that will go to isolated areas

Hospitals will be able to organize mobile medical caravans for isolated communities, and services, including medical investigations offered in the caravans, in an outpatient regime, will be settled for the first time by the Health Insurance House.

“In Romania, there are still too many places where people do not have easy access to medical services. Communities in isolated or poorly served areas are often forced to wait too long until they reach a doctor, and this means lack of diagnosis and delayed treatments,” says Minister Alexandru Rogobete.

Strategic hospitals and medical consorti

A series of hospitals in Romania will be declared “strategic importance” hospitals. The criteria for classification in this category The list of hospitals of strategic importance will be approved by government decision.

Also, hospitals will be able to associate with each other or with higher medical education institutions within medical consortations, a possibility that does not exist today. The purpose will be the common carrying out of medical activities, scientific research, infrastructure investments, medicines, sanitary materials and medical devices.

Increases clawback fee for drug producers

Clawback tax – a payment obligation that returns quarterly holders to the marketing authorizations of drugs, producers or drug distributors – increases for both generic and innovative drugs, but in differentiated percentages.

Currently, the tax is 15% of the production price for generic drugs and 25% for innovative ones.

In the case of generic drugs, the growth will be 0.6%, and in the case of innovative, 1.7%.

“This difference will also bring to the national budget of the Health Insurance House an additional income that can, in turn, be reloved in the national programs,” says the Minister of Health.

Private residents will be paid by private hospital

Doctors who do the residency in the private hospital will be paid by the private hospital in which they operate.

They will no longer be paid by the Ministry of Health, as is the case today.
