The president rejects the act on helping Ukrainians. According to the government, it will cost us billions


The Ministry of Interior and Administration issued a statement on this matter. The ministry estimated that war refugees from Ukraine would not leave Poland after the president's vegetation, because the war in their country continues. “War refugees will stay here, but without clear regulations. This means that from October 1, 2025, thousands of people will lose the opportunity to work. It should also be assumed that a large proportion of Ukrainians will apply for international protection, which will gigantically increase the costs of servicing this system. This means less money for local investments, fewer funds for schools, hospitals and social assistance. Every Polish family will feel it in their portfolio, “it was written in a statement.
In addition – as the ministry writes – the costs related to the need to provide care for the elderly and disabled people who came to Poland at the beginning of the war and have nowhere to return. Today they use support within the aid system, which – as the Ministry of Interior and Administration points out – is much cheaper than the general system.

According to the Ministry of Interior and Administration, the president “instead of protecting citizens, deepens the chaos and throws the financial burden to the shoulders of Polish women and Poles.” “This is not government solutions, but its veto will make us pay more. It is the veto that will not stop migration, will not improve security and will not limit costs. Ukrainians will stay in Poland, but instead of working and paying taxes, many of them will be outside the system, which will hit the economy and every Polish family” – we read.
The ministry noted that zThe avetted act was to increase security, provide transparent rules regarding war refugees from Ukraine and, above all, reduce expenses from the state budget. According to the Ministry of Interior and Administration, Nawrocki's decision hits the stability of the economy, social cohesion, international obligations of Poland and the security of the whole country.
The ministry added that the Act also provided for sealing the principles of small border traffic and registering fingerprint of Ukrainian citizens crossing the border. “These were solutions that would protect citizens against crime and give the services effective tools for action. Now Poland is left without these security, and the risk of abuse and crimes is growing,” it was written.
The Ministry of Interior and Administration emphasized that The government did not give up the idea that the 800 plus benefit would be related to professional activity, However, this solution is to be proposed for all foreigners in another act, thanks to which all possible abuse would be eliminated.
The government critically assesses the president's project
The ministry noted that a similar bill prepared by the president is not comprehensive and does not respond to challenges related to foreigners and carries the risk of paralysis of voivodship offices, due to the increased number of applications for legalization of stay on new principles.
“The solution that is processed in the government is comprehensive and responds to all the challenges identified so far related to the abuse of the social benefit system by foreigners in Poland” – wrote the Ministry of Interior and Administration in a statement.
As spokesman Adam Szłapka informed on Tuesday, Until the next sitting of the Sejm, on September 8, the Council of Ministers will prepare another proposal of the Actregulating the issues of benefits to all foreigners in Poland.
The amendment to the Act on the aid of Ukrainian citizens in connection with armed conflict in the territory of this country assumed an extension of temporary protection granted to Ukrainian citizens, escaping from the war, until March 4, 2026, which results from the EU's executive decision of June 25, 2024.
