Ukraine will promise you to buy US $ 100 billion, funded by Europe, in an attempt to obtain American security guarantees after a peace solution with Russia, according to a document consulted by the Financial Times.
The proposal also provides for an agreement of $ 50 billion between Kiev and Washington for drone production with Ukrainian companies.
Kiev shared the proposals on new US security agreements, which had not been previously revealed, in a list of discussion with European allies before the meeting organized at the White House by US President Donald Trump, four people familiar with the situation.
The document is not mentioned which weapons wants Ukraine to purchase as part of the agreement, but Kiev had clearly expressed his desire to buy at least 10 anti-aircraft defense systems Patriot to protect his cities and critical infrastructure, along with other rockets and equipment. The document is not specified in what proportion will the procurement or investment agreement involve the drone agreement.
“We give nothing. We sell weapons”
The position of Ukraine is meant to satisfy Donald Trump's desire to bring benefits to the American industry. Asked Monday at the White House about continuing military support for Kiev, the US President said: “We are not selling weapons.”
The document also reaffirms the call of Ukraine for a cessation of fire, an idea that Trump had supported, but which he abandoned after the meeting on Friday with his Russian counterpart, Vladimir Putin, in favor of a more comprehensive peace solution.
According to the document, “a sustainable peace should be based not on free concessions and gifts for Putin, but (on) a strong security frame that will prevent future aggression.”
The document refers to recent images in the Russian press that the Kremlin is not serious about a potential peace agreement and has a bad opinion about Trump's leadership, citing the contemptuous comments to the US president that the well-known television presenter Vladimir Soloviov made.
In one of them, Soloviov ironizes Trump because he “threatens” Russia, saying that Moscow could “destroy [SUA] with nuclear weapons ”.
Other Ukrainian claims
Ukraine will not accept any agreements that include territorial concessions to Russia and insists on an armistice as a first step towards a complete peace agreement, the document shows.
According to the document, Kiev also rejects the proposal made by Putin to Trump in Alaska to freeze the rest of the front line if the Ukrainian troops will be withdrawn from the partially busy Eastern regions and Luhansk. Such a measure would create “a support point for an additional and rapid advancement of Russian forces to the city of Dnipro” and would allow the Russian leader to “reach the objectives of aggression by other means,” writes in the document.
Ukraine, according to the document, believes that Russia's attempt to solve territorial issues before continuing discussions for a sustainable peace agreement would create a fulfilled fact, without doing anything to ensure the future security of Kiev.
Kiev also insists on receiving full damages from Russia for damages during the war, which could be covered from the $ 300 billion representing Russian sovereigns in Western countries. Any lifting of sanctions should be granted only if Russia respects the future peace agreement and “play (a) correct game”, the document says.
