Chichvarkin was born in 1974 in Leningrad (now St. Petersburg). In 1996 he graduated from the State Academy of Management in Moscow (now – the State University of Management). During his studies, he opened several outlets in one of the Moscow markets. After graduating from the Academy, he entered graduate school, but did not defend the dissertation, because he completely went into the business.
In 1997, together with a friend, he created the Euroset company, which eventually became the largest Russian cell retailer. In 2008, the Russian security forces searched the company's central office, investigating the case of the abduction of the former Euroset forwarder, which the company's security service accused of cell phones. In the same year, Chichvarkin and his partner sold Euroset, and the businessman moved to the UK. In the Russian Federation, a criminal case was opened against Chichvarkin. In 2009, Russia announced a businessman on an international wanted list. The case against him was closed in early 2011, but Chichvarkin refused to return to the country, fearing new persecution. He admits his return to the Russian Federation only in the event of a change in the current government.
In the UK, Chichvarkin is engaged in business, he has a Hedonism Wines wine store in London.
