

It is Radutsky who is one of the initiators of the bill No. 9032-1, which provides for the introduction of excise tax on carbonated waters, to which sugar or other sweeteners or flavorings have been added. The document proposes to set an excise tax in the amount of € 0.1 per 1 liter of the drink.
According to Radutsky, the expected annual income will amount to UAH 7 billion. The received funds should be aimed primarily at the needs of the Armed Forces of Ukraine, and after the end of the war – at social programs (school nutrition and medicines for diabetics).
The people's deputy also said that in some countries, after the introduction of a tax on sweet carbonated drinks, the number of people with diabetes mellitus decreased by 20%. However, what countries these are, he did not indicate.
The bill was registered in March 2023, but the Committee of the Rada on Finance, Tax and Customs Policy recommended it in July 2025. Now the document must consider the parliament.
