The amendment to the Act on social forms of residential development is currently being proceeded in the Sejm, the next provisions proposed by the Ministry of Development and Technology are to be sent to the legislative work of the government, as reported by Dziennik Gazeta Prawna.

The key change proposed by the ministry is Liquidation of a provision enabling automatic inheritance of communal apartments in the event of the death of parents. Currently, to become a tenant of real estate belonging to the city, it is enough to show that you lived in it before the death of parents. In this case, the income was not verified or whether the new tenant had the rights to another premises.

It is currently so that you can earn up to 100,000 PLN per month, but if your parents had a municipal apartment and show that you lived with them before their death, you get into the machine. We believe that it is simply unfair – emphasizes Tomasz Lewandowski, deputy minister of development and technology in an interview with Dziennik Gazeta Prawna.

You will show a higher income, you will pay a higher rent

The income verification of tenants itself will also be tightened. The ministry is planning to introduce new domestic income limits, based on which the rent will be determined. Each time the income threshold exceeds will result in an adequate increase in rent.

All municipal apartment lease agreements, including those concluded before 2019, will be verified.

The direct result of the introduction of new regulations, if they first go to the parliamentarians and are voted, it is to increase the pool of municipal apartments and reduce queues among waiting for municipal premises.

Another idea of the ministry is to increase the housing resources of the cooperative. For this to happen, perpetual usufruct of land for the purposes of social rental construction will be restored.

Higher contribution, shorter purchase time

However, the bill announced by the Ministry is only at the stage of the application for entering the government's work in the list. Meanwhile, last Friday (July 25) the Sejm adopted an amendment to the Act on social forms of residential development.

According to the amended regulations on the number of parking spaces with newly built real estate, local governments will always decide, and not the coefficients adopted from above.

The amended act also included a provision enabling ownership by tenants of premises as part of social housing initiatives, also in cities below 100,000. residents. The maximum level of participants' participation has been increased to 30 percent. and the minimum period of property was shortened from 25 to 15 years.
