Hospitals will publish on the site the names of doctors who also have private offices, says the Minister of Health / where most patients sent from state to private

Starting in September, all public hospitals in Romania will be forced to display on the first page of their own sites more information about medical and financial activity, including the names of doctors who also have private offices, Alexandru Rogobete announced on Monday at the Hotspot Podcast.

He said that this week will publish a minister order by which all public hospitals in Romania will be obliged to display on the first page of their own sites on the budget, the amounts paid for salaries and medical services, the number of patients present in the emergency units, the retention in the hospital or the number of transfers.

“Hospitals will publish on the site the names of doctors who also have private offices. Our problem are not the big private hospitals, because they work for clearer rules than public hospitals. The problems are given by the individual offices (for the non-surgical area) and the small clinics, with a room-two operations. Rogobete, specifying that the data will be centralized monthly and analyzed at the level of the Ministry of Health.

According to the first data analyzed by the ministry, “there are regions in which the unjustified transfer incidence between the public and the private is higher.”

“For example, in Bucharest there are the largest number of patients who get the diagnosis in the public system, most of the treatment are carried out in the private system, after which a high percentage return to the public recovery system,” Rogobete said.

The minister explained that the phenomenon is more frequent in the case of doctors working in individual offices with non-surgical activity and small clinics, with one-two operating rooms: “They are needed in the system, but there is this much more pronounced phenomenon.”

Rogobete also drew attention to the responsibility of the doctors who work in parallel, in the public and private system: “The doctors leaving the hospital during the program and go to the private offices will remain without a work contract.”

The new regulations come in the context of a larger package of reform announced by the Government in July. It includes, among other things, the preparation of the program in the outpatient, unannounced controls in hospitals, but also new performance criteria for managers and section heads.
