Based on the decision of the Presidium of the Regional Executive Committee of the JAO “On the transfer of the village of Stepanovo to the service of the Blyukherovsky district”, the Stepanovsky Village Council was separated from the suburban zone of the city of Birobidzhan and included in the Blyukherovsky district (Leninsky district).

In the former Cossack village of Stepanovo in 1869, more than 330 people lived – slightly less than in the main village of Mikhailo-Semyonovskaya.

But in the thirties, Stepanovo began to fade away, suffering from mass repressions and dispossession. The list of repressed and dispossessed residents of this village contains more than a hundred names. In 1939, there were only fourteen households left in Stepanovo – almost seven times less than there were in the year the Jewish Autonomous Region was founded. But the village lasted until 1984, then farmers from neighboring Voskresenovka tried to revive it – at least as a farm, but this idea, alas, was not crowned with success.

Today the village of Stepanovo, named in memory of the famous explorer and warrior Onufriy Stepanov, is no longer on the maps of the Leninsky district of the Jewish Autonomous Region, but it will forever remain in the history of our region.

“…The main reason hindering the development of the autonomy’s library network was the weak material and technical base of libraries, “in fact, only a small number of libraries had premises, library collections and personnel at that time.” For a long time, the premises of district and rural libraries did not correspond to their purpose, which interfered with the quality of service to readers. Libraries did not have the opportunity to properly house book collections, not to mention the need to have reading rooms in them. The construction of library premises was urgently required…”
