Prime Minister Ilie Bolojan called on Thursday, at 9 o'clock, the representatives of the five largest trade union confederations at the Victoria Palace, the national trade union block announced. Employees in the budget sector continued protest actions compared to the austerity measures announced by the Executive.
At the rectification that should take place in August the public institutions will not receive extra money, said the president of the National Trade Union Confederation (CNS) Cartel Alfa, Bogdan Hossu, to the exit from the consultations with Prime Minister Ilie Bolojan.
“At the budget rectification, no money will be received from additional institutions. They will have to be in the budget. This involves … It is difficult to say, it will be discussed with each authorizing officer.
According to him, each institution will decide what measures it takes.
“I pointed out to the prime minister that some budgetary institutions juggle with the interpretation of the law from the point of view of the increase. That is, the law refers only to the increase of harmful conditions, but there are also increases that have been invented,” Hossu said.
At today's consultations at the Victoria Palace, the representatives of the Government and those of the unions discussed the measures prepared by the Government to reduce the budgetary expenses and to increase the revenues, as well as their social and economic impact, the Executive announced in a press release.

Bolojan said that the proposals of the trade union representatives will be analyzed, and to the extent that it will be possible, they will be included in the package of government measures.

The NBS states that this meeting does not have the character of a formal meeting of the Tripartite National Council for Social Dialogue (CNTDS), but is a direct consultation between the government and the representative union organizations.

“In the situation in which the Romanian government will be indifferent to our request, the procedures related to the general strike at national level will be initiated,” the trade unionists added.
Budget protests
Employees from the budget sector in several institutions, including from the Ministry of Public Finance and ANAF, protested since Monday, mainly, by the ceiling of the increase for harmful conditions, was capped to 300 gross lei, ie 172 net lei.
The measure was taken on Monday by emergency ordinance. Then the protests of the budget, which took place in several cities in the country, began.
Decisions announced by Ilie Bolojan
The meeting with the trade unionists comes one day after Prime Minister Ilie Bolojan announced that the reduction of the excessive budget deficit will be done through three packages of measures that will be adopted successively in the coming months.
Among the measures provided are the VAT reassessment at two quotas, 11% and 21%, but also the ceiling of pensions and salaries in the public sector and in 2026.
At the low VAT rate (11%), medicines, food, public services, water and sewerage, water, books, firewood, thermal energy will remain. And for the Horecca industry, the proposal is for VAT to remain at the moment at a low level. Another measure is the increase of excise duties by 10% for alcoholic beverages, cigarettes and fuels.
The prime minister also spoke about the application of the social health insurance contribution (CASS) to pensions of over 3,000 lei, to the amount that exceeds this threshold, the increase of the didactic norm in two hours in the pre-university education, while the merit scholarships will be granted in a limited number, and the social ones.
The package of fiscal measures presented by the prime minister will be put into transparency on Thursday. The measures would enter the life from August 1. From January 1, the tax on dividends will increase from 10 to 16%.
