The state takes from all to compete with the private. Is it okay?

Romania tightens the belt until it has to put millions in professional sport. Then there is money.
The VAT increases, the invoices increase, they all grow. Because the state is a weak manager, leisure, now desperate to spend his budget. He does not lose, the citizen loses. The solution: for people to be even more burdened.
At the same time, on the last working day of the parliamentarians, fixed before the summer vacation, The elected officials are in a hurry to clean and widen the hose through which the state feeds with money inefficient, sometimes bankrupt.
No, most of the money from the local authorities do not go to mass sport, to children and juniors. Such as normal to happen. Next, the town halls will not take care of the rifles, for them to do sports in a controlled, civilized environment and give them the chance to fulfill their dream.
The town halls will compete with Varga, with Șucu, they will bring mediocre footballers paid with tens of thousands of euros. And many will relegate, as it happened in Mioveni, in Târgoviște. On the Buzau model, they will even be abolished.
State x State = Private
In short – Local councils and town halls will be able to associate with universities from now on to create private law clubs.
That is, even more public money is needed in the structures of the teams so as to result in clubs with the same benefits as private. It's not bizarre, it's just stupid!
“But the tradition teams disappear”
I disappear because they do not arouse enough interest, because they do not attract other sponsors, other investors besides the CJ and the mayors. Why is it mandatory for Timisoara to have a team in Liga 1? Or Iasi?
Is it still meritocracy or do we write on paper the most popular 16 cities of Romania, and do they have to compete in the superlig due to an artificial income?
“But the sport disappears”
The state to support mass sport, individual sports, unpopular sports. Not to hijack a competition running on a TV right contract of over 30 million euros, where a single sponsor can generate 5 million revenues for a club.
Not in times of crisis and not to be involved just to be mediocre. The teams of the town halls do not win titles, do not play in the European Cups, this is the FCSB, CFR, Craiova.
“But CSA Steaua …”
Yes, Steaua has reason to feel unfair. And she is at the end of a thread muffled for public money. But the MApN is part of a virtual game, whose purpose disappears with the closing of the laptop. It does not have a goal in real life, not a tangible one.
Is it 100% moral that Steaua cannot promote, and FC Voluntari Yes, with the Local Council Voluntari as the main shareholder? Not. Is it normal for a ministry to hold a football team? Not. It's scandalous!

The formulation of “public institutions” from the document that will modify the law of sport was eliminated, which is equivalent to blocking the possibility of promotion in the superliga of CSA Steaua, in the current form of organization of the club
