A new coefficient of residential development intensity began to operate in Krasnoyarsk

In Krasnoyarsk, they reducedresidential development intensity from 1.3 to 0.5. The new indicator was established the day before at the session of the city council of deputies at the initiative of the prosecutor's office.

Recall that the parameter is determined by the ratio of the total living space to the area of ​​the land. That is, the coefficient regulates the density of residential buildings, the design population and the need for social, household and engineering infrastructures from it.

The prosecutor’s office says that the previous indicator of 1.3 did not meet the needs for social, household and engineering infrastructures, and the ratio of the total living space to the area of ​​land in the city was overstated. Now, in Krasnoyarsk, the construction is allowed on an area of ​​5 thousand square meters. m no more than one one -time house in 5 floors, while before making changes it was possible to build a candle of 20 floors.

“The indicator is reduced in order to prevent excessive increase in the load on the existing objects of the social sphere in the microdistricts of existing development. During the construction of residential buildings with a new coefficient of 0.5 – height and construction volume become minimal, ”the city hall explained.

It is noted that the new coefficient does not work In the case of reconstruction of residential buildings without increasing the living space, as well as if the developer has a valid urban plan or building permit.

“Besides, When concluding contracts for the integrated development of the territory, the intensity of 1.9 intensity is preserved. But at the same time, the developer concludes a contract with the city, which provides for its social obligations. The investor coordinates the construction on the infrastructure site: it can be educational institutions, roads, parking, squares, libraries, leisure centers, necessary networks and communications. The list depends on the size of the territory and economic parameters of the project. Contracts may provide for both the construction of facilities at the expense of the investor and the gratuitous transfer of land under them, ”the city hall explained.

We add that also earlier the Krasnoyarsk deputies unanimously supported the bill of the prosecutor's office on the issue of amendments to the decision on the rules of land use and development of the city regarding the introduction of point construction of houses in the absence of such an opportunity in the territory planning project.
