Prosecutor Horia Tiugan, who investigated Alfred Bulai, caught the wheel under the influence of forbidden substances. The magistrate was chosen with a criminal case for leadership under the influence of psychoactive substances, according to sources.

Prosecutor Horia Tiugan from the Prosecutor's Office of Sector 1 Court was detected positively at amphetamines on May 2, 2025, at 2.25 in the morning, within the radius of Daia, Giurgiu county, at a routine control of the Giurgiu Road Police, according to a document consulted by g4media.ro.
“On 02.05.2025, 2,25 hours, the police officers from IPJ Giurgiu – the Road Service, while exercising their duties in the area of Daia, Giurgiu county, stopped for controlling the car brand (…), which moves on DN5 in the town of Daia to Remus, which they identified on to the person: Horia-Șerban for 29 years, from Bucharest, (…).
The driver of the car was tested with the Drugtest device, the series (…), this being agreed, with which at position 17, it indicated positively for the consumption of amphetamines, being collected a blood sample and one of urine at UPU Giurgiu, the collection procedure ending at 3:45 “is shown in the document.
According to the quoted source, the biological samples are to be submitted to the competent IML, following which according to the result of the analyzes, the material prepared to be submitted to the competent parquet unit to analyze and dispose accordingly. In this case, a criminal case was drawn up ex officio regarding the commission of the crime of leadership under the influence of psychoactive substances.
According to judicial sources, the prosecutor was detected positively at Adderall, a drug in the family of amphetamines.
The adderall stimulates the body's central nervous system (CNS), says American Addiction Centers (AAC). The drug is sometimes used abusively by students, athletes and those who want an increase in concentration, resistance or productivity. Adderall and other amphetamines can generate physiological effects such as: increased physical energy, hyperexcitability and lifting mood.
The Tiugan prosecutor refused to specify whether it was Adderall. He refused to specify if he challenged the result of the drug.
“I prefer not to make any clarification in relation to this case. At the same time, I mention that it was about medicines”said prosecutor Horia Tiugan for g4media.ro.
In his case, the presence of amphetamines was detected in the body in the saliva, by drugtest, and in the blood, by collecting biological samples. The prosecutor had no prescription for the Adderall incentive of the amphetamine family, the judicial sources said.
According to sources, the prosecutor was detected positively at benzodiazepine (an antidepressant sedative for which he had no prescription) on May 1, while going to sea. The magistrate was chosen with a criminal case because he had no prescription for these antidepressants. Another prosecutor designated to investigate magistrates from the Prosecutor's Office of the Bucharest Court of Appeal is in charge of the case of the Tiugan prosecutor.
Prosecutor Horia Tiugan has instrumented the sexual assault file of the former SNSPA university professor, Alfred Bulai.
It is the first case of prosecutor detected at the wheel with antidepressants for which he had no prescription. In October last year, Judge Ana Maria Chirilă from the Suceava Court was sent to court by the General Prosecutor's Office for drug use and trafficking, but also to take bribes from traffickers.
