What the candidates in Cotroceni want to modify in the Constitution: proposals for the right to abortion, the right to cash, clarifying the duties of the president and the presidential republic.

The candidates for the presidential elections responded, on Wednesday night, during the debate organized in the Parliament of Antena 3 CNN, what articles would propose for amendment in the case of a revision of the Constitution. Among the proposals: clarifying the president's role, introducing the right to abortion or transforming Romania into a presidential republic.
On Wednesday night, at the debate organized by Antena 3 CNN at the Parliament Palace, the candidates for the presidential elections were asked what articles of the Constitution would modify, if they reached Cotroceni. The answers have reflected clear differences of vision: from proposals regarding the strengthening of the president's duties and clarifying the role of the government, to initiatives related to fundamental rights, such as abortion or cash use.
Elena Lasconi: the right of the woman to abortion, “without penalties” and point 8 from Timisoara
Elena Lasconi, USR candidate for presidential elections, said she would not modify the current Constitution, but would add new provisions, including the woman's right to abortion, the clause “without penalties in public functions” and point 8 from Timisoara.
“I would not change, I would add. During my mandate I want to make a referendum for the right of the woman to abortion, because it was hardly won and I wish, as it happened in France, to add this to the Romanian Constitution. I would also like to add” without penalties, ” Otherwise, it seems to me that we have a good constitution. ”
Crin Antonescu: clarification of the duties of the president – prime minister and the dissolution of the Parliament
The candidate of the coalition, Crin Antonescu, said that he does not have the initiation of a modification of the Constitution, but that, in the case of a review, he would support the duties between the president and the prime minister, as well as a more efficient procedure for the dissolution of the Parliament.
“I do not have the modification, the initiation of a process of modifying the Constitution, but of course it can occur. […] I would support all articles to clarify all the ambiguities in what the executive power of the president and the executive power of the Prime Minister means […]and especially the dissolution of Parliament. I would like, when this Constitution is modified, we have more logical and faster procedures for unlocking a crisis by dissolving the Parliament. ”
Nicușor Dan: Modification of the Constitution is not a priority. CCR judges should be professional magistrates
Nicușor Dan, an independent candidate for the presidential elections, said that the modification of the Constitution is not a priority for him, but claims that the judges of the Constitutional Court will come from the magistrates, and the proposals come from the judicial system. “We have a constitutional framework well understood by the administrative system.”
John-Ion Banu-Muscel supports a minority government
The independent candidate John-Ion Banu-Muscel said that the first article he would modify in the Constitution is related to the role of the referendum, which should have direct effects. “The Constitution must serve the interests of the nation, of the citizens. Therefore, the first thing I would modify in the Constitution is to give a voice to the people, in order to make the popular referendum have executive power.”
Banu-Muscel added that he supports a minority government model, supported by the direct vote: “I would make our government a minority government, not a majority government, a government that with 33%, through the direct vote of the citizens, should be sufficient and in this way to give our voice and authority to our Parliament.”
Cristian Terheș: Definition of marriage, the right to cash, the supremacy of the Constitution
Cristian Terheș said he would support constitutional changes in defining marriage, guaranteeing the right to cash and reaffirming the supremacy of the Constitution. “The definition of marriage must be: the freely agreed union between a man and a woman,” said Terheș. “It's unclear today what a man is, what is a woman,” he continued.
Terheș also proposed the introduction of an explicit provision according to which “the Constitution is the supreme law in the state”, as well as the guarantee of “the right of Romanians to have cash”.
Lavinia Șandru proposes the transformation of Romania into a presidential republic by American model
Lavinia Șandru, the candidate put in the presidential elections, said that he would propose the modification of the Constitution for Romania to become a presidential republic, according to the American model, in which the president would also have executive duties.
“I would come up with a proposal, after a prior national debate, to modify the Constitution in such a way that Romania is a presidential republic according to the American model (…). When the president would be prime minister, otherwise things would go to Romania.”
She also said that the president should have clear goals and be held responsible by the Parliament: “The president must present the results every three months and, of course, if the Parliament considers that it must be suspended or dismissed, to be able to do so.”
Daniel Funeriu proposes mandatory referendum and strengthening control over the president's suspension
Daniel Funeriu, an independent candidate for the presidential elections, said he would support the strengthening of the referendum in the Constitution, so that it becomes mandatory, and proposed more rigor in the management of public finances: “Agree to the strengthening of the referendum. The referendum must be mandatory.”
He added that the suspension of the president should be done only with the opinion according to the Constitutional Court: “The suspension of the president – yes, to be done, but with the opinion according to the Constitutional Court.”
Funeriu also mentioned Article 138 para. 5 of the Constitution, regarding public finances, which should be reinforced for “having much more rigor”. At the same time, he proposed a debate on the introduction in the Constitution of the Christian inheritance of the Romanian people: “I would convene in Cotroceni if or not to introduce in the Constitution the Christian inheritance of the Romanian people. I do not know if I would submit this to the referendum.”
